NIOSH Policy on Resubmission (Amended) Applications

Notice Number: NOT-OH-10-008

Key Dates
Release Date:  September 1, 2010

Issued by
National Institute for Occupational Safety and Health (NIOSH), (http://www.cdc.gov/niosh/homepage.html)

Purpose

NIOSH will modify its policy on resubmission applications. Beginning with applications intended for  receipt dates on or after January 25, 2011, all original new applications (i.e. never submitted) and competing renewal applications will be permitted only a single resubmission (A1). For this and subsequent cohorts of original new and competing renewal applications, any second resubmission (A2) will be administratively withdrawn and not accepted for review.

Original new and competing renewal applications that were submitted for receipt dates prior to January 25, 2011, will be permitted two resubmission opportunities (A1 and A2). For these “grandfathered” applications, a second resubmission (A2) must be submitted no later than December 12, 2012 (see below). NIOSH will not accept A2 applications after that date. Applicants who fail to receive funding after submitting the maximum number of allowed resubmissions will only be allowed to submit an application that is fundamentally different and qualifies as a new application (see description below).

No resubmissions are permitted for applications received in response to a NIOSH Request for Applications (RFA).

Determination of eligibility to submit A2 resubmissions.

  • All applicants who submitted A0 applications that were assigned up through August 2011 council are permitted two resubmissions (A1 and A2).
  • All applicants who submitted A0 applications that were assigned to October 2011 council or later are permitted only one resubmission (A1).

Description of a New Application. A new application is expected to be substantially different in content and scope with more significant differences than are normally encountered in a resubmitted application. A new application should include substantial changes in all sections of the Research Plan, particularly in the Specific Aims and the Research Strategy sections. There should be fundamental changes in the questions being asked and/or the outcomes examined. Changes to the Research Plan should produce a significant change in direction and approach for the research project. In the case of institutional Training and institutional Career Development applications, there must be a significant or substantial change in the programmatic, leadership, administrative, or other critical aspect of the program. Rewording of the Title and Specific Aims or incorporating minor changes in response to comments of reviewers in the most recent Summary Statement does not constitute substantial changes in scope, direction or content.

Determination of Last Opportunity to Submit A2 Resubmissions. Applicants who are allowed to submit two resubmissions for their “grandfathered” A0 application must submit their A2 application no later than the appropriate due date for cycle III in 2012.

  • November 5, 2012 for R01 applications;
  • November 12, 2012 for K01 career development applications;
  • November 16, 2012 for R03 and R21 applications;
  • December 12, 2012 for R13 conference grant applications

Note that there is no time limit for the submission of the original (A0) and subsequent A1.
