Purpose

The participating Institutes and Centers (ICs) are inviting applications to support administrative supplements to existing awards of scientists who are outstanding mentors and who have demonstrated compelling commitments and contributions to enhancing diversity, equity, inclusion, and accessibility (DEIA) in the biomedical sciences. Excellent mentorship and superior training are critical to the development of exceptional future scientists. This administrative supplement recognizes the crucial role great mentors play in the development of future leaders in the scientific research enterprise.

The supplement awards will provide up to $250,000.00 (direct costs), not to exceed the cost of the parent award, to grants supporting faculty members who have mentoring and/or mentorship as part of their existing awards and have demonstrated a commitment to outstanding mentorship and training, especially to individuals from groups identified as underrepresented in the biomedical sciences (e.g., see the Notice of NIH's of Interest in Diversity). As administrative supplements, the work proposed needs to be within the scope of the research or training that is already supported. The award must have a component related to mentoring. Examples include but are not limited to: a Research Education Program that describes mentored research experiences, a Career Development section, a Plan to Enhance Diverse Perspectives, or a discrete objective related to mentoring.

Funds will be provided to perform additional research within the scope of the parent grant, to develop curricula or training activities to enhance mentor training, and/or to help foster the research career development of additional students, post-doctorates, or other trainees, and/or for additional trainee slots.

To be eligible, the parent award must be active and the research proposed in the supplement must be accomplished within the competitive segment. The award may not be in a terminal no-cost extension or going into a no-cost extension in fiscal year 2022.

PD/PIs with more than one independent research project grant award are ineligible for this supplement. Only one request per PD/PI will be considered.

Budget

Applicants may request up to $250,000 in direct costs, not to exceed the direct costs of the parent grant, exclusive of Facilities and Administrative costs. Supplement awards may provide support above the established program budget limits only for R15, R16, SC1, SC2, and SC3.

Limited-Resourced Institutions (LRIs): Requests may be for up to two years of support. Highly Resourced Institutions (HRIs): Requests may be for one year of support only.

The project and budget periods must be within the currently approved project period for the existing parent award.

To qualify as an LRI, institutions must:

  • have received less than $50 million average in annual NIH funds within the three years prior to the time of application, and
  • offer doctorate degrees in the health professions or in a health-related science, and
  • have a historical and current commitment to educating underrepresented students, and,
  • if institutions provide clinical health care services, those services must be provided to medically underserved communities.

These criteria are similar to the Research Centers in Minority Institutions criteria, an independent program.

HRIs are institutions that do not meet the LRI criteria.

Administrative supplements can be used to cover costs that are associated with achieving certain new research objectives as long as the research objectives are within the original scope of the peer-reviewed and approved project; costs associated with enhancing mentor training in the research training environment through the development of evidence-informed educational modules or other activities; and/or costs associated with offering additional trainee slots.

Application and Submission Information

Before submitting an application, applicants are strongly encouraged to consult with the Program Official for the parent grant or the contact listed below to confirm eligibility and to obtain technical assistance.

Applications for this initiative must be within scope of the parent award and must be submitted using the following opportunity or its subsequent reissued equivalent.

PA-20-272 - Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)

All instructions in the SF424 (R&R) Application Guide and PA-20-272 must be followed, with the following additions:

  • Application Due Date April 7, 2022 by 5:00 PM local time of applicant organization.
  • For funding consideration, applicants must include NOT-OD-22-057 (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this initiative.
  • Applications nonresponsive to terms of this NOSI will not be considered for the NOSI initiative.
  • Individual requests can be no more than $250,000 in direct costs, not to exceed the direct costs of the parent grant, and exclusive of Facilities and Administrative costs. Only one request per PD/PI will be considered.
  • The Research Strategy section of the application is limited to 4 pages and should include a summary or abstract of the funded parent award.
  • Senior/Key Person Profile (Expanded) form: List the PD/PI as the first person and include a biographical sketch. If requesting funds to support a trainee, then list the trainee as the second person. Attach the trainee’s biosketch and include in the personal statement information about the trainee's motivation to enter and/or remain in biomedical research, and their short-term and long-term career goals.
  • R&R Other Project Information form, in the "Other Attachments" field:
    • Attach a DEIA Statement of the candidate (1-page maximum). The application must include a DEIA statement from the candidate applying for the Administrative Supplement. The DEIA Statement should include a description of the individual’s demonstrated commitment to diversity, equity, inclusion, and accessibility in the biomedical sciences, and any past or present leadership, mentoring and outreach activities to enhance DEIA especially involving groups underrepresented in the biomedical research enterprise (e.g., certain racial/ethnic groups, persons with disabilities, students from disadvantaged backgrounds, women, and other groups as described in the NIH Notice of Interest in Diversity). Describe planned activities during the administrative supplement to develop or enhance skills in working effectively with talented scientists from a wide variety of backgrounds and to promote inclusive and equitable scientific biomedical research environments.
      • Applications lacking a DEIA Statement will not be reviewed.
      • The filename provided for each document added to the section Other Attachments will be the name used for the bookmark in the electronic application in eRA Commons.
    • Attach a list of current and former trainees/mentees and their outcomes. Include trainee’s name, start/end dates of training, summary of support during training, terminal degree received and year, position while a trainee (e.g., graduate student, postdoctorate, etc.), and current position.
    • If proposing to develop curricula or training activities to enhance mentorship, attach a Research Training Program Plan (3-page maximum) and describe the following:
      • Description of the activities to enhance mentor training in the research training environment and the potential impact on the institution.
      • How the effectiveness of the proposed activities will be assessed.
      • How the effective activities developed with this funding will be incorporated into the existing biomedical training program(s).
      • Plans for disseminating the activities and outcomes.
      • Plans for and institutional commitment to sustainability of the proposed activities.
    • If applying as an LRI, attach an "Institutional Commitment Letter" from the institution leadership demonstrating that it meets the LRI criteria.

Applicants are also strongly encouraged to notify the program contact below that a request has been submitted in response to this NOSI in order to facilitate efficient processing of the request.

The progress report and budget for the supplement must be included with, but clearly delineated from, the progress report and budget for the parent award. The progress report must include information about the activities supported by the supplement even if support for future years is not requested.

Application Review Information

Administrative supplements do not receive peer review. Instead, the administrative criteria described below will be considered in the administrative evaluation process.

The staff of the NIH awarding component will evaluate requests for a supplement to determine its overall merit. The following general criteria will be used that define outstanding mentorship and eligibility for this supplement award

  • Is the work proposed within the scope of the active award?
  • Strength of the PI/PD’s commitment to their mentees'/trainees scientific and professional development and career progress within the biomedical research enterprise.
  • Strength of the PI/PD’s demonstrated commitment and contributions to enhancing diversity, equity, inclusion, and accessibility in the biomedical sciences.
  • If proposing curricula or training activities to enhance mentorship, the potential for the proposed activities to have a broader impact on the training environment.
