Purpose
Background
On September 3 2013, NIH announced it would transition payment of awards to Federal institutions and awards to Individual fellowships at Federal sponsoring institutions into Payment Management System (PMS) subaccounts. During that time, NIH was transitioning all payments to PMS, which is a centralized grant payment and cash management system operated and governed by HHS, Division of Payment Management (DPM). NIHs intent was to streamline payments to awardees into a central location.
Modification
Due to unforeseen circumstances, the only payments that will not be made through PMS are grants and cooperative agreements that are issued to Federal department and agencies. Therefore, effective immediately, the NIH Office of Financial Management (OFM) will continue payment of grants and cooperative agreements to Federal departments and agencies through the Interagency Payment and Collection method (IPAC). Upon receipt of an NIH award, in order to be reimbursed, Federal recipient institutions may send IPACs to NIH Agency Location Code (ALC) 75080031 for payment. Since these grants are paid directly by OFM, NIH rather than through PMS, Federal recipients are not required to complete the Federal cash transactions section of the Federal Financial Report (FFR).
Note: Current Federal recipients will receive a revised Notice of Award (NoA) pertaining to this change in payment method. NIH has closed the subaccounts associated with these awards in the PMS. We apologize for any inconvenience this may cause.
