Purpose

This Notice serves to announce that NIH plans to implement the Federal Awardee Performance and Integrity Information System (FAPIIS) requirements for NIH grants and cooperative agreements beginning January 1, 2016 in accordance with the specific guidance provided by both the Office of Management and Budget (OMB) and Department of Health and Human Services (HHS).

Background

In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act, NIH will implement FAPIIS requirements as provided in the Office of Management and Budget’s final guidance published on July 22, 2015 in the Federal Register Notice, Volume 80, No. 140, located at http://www.gpo.gov/fdsys/pkg/FR-2015-07-22/html/2015-17753.htm and in accordance with the forthcoming HHS final regulation at 45 CFR Part 75 that will incorporate FAPIIS requirements.

NIH’s implementation will be based on the statutory requirements as specified in HHS and OMB guidance. As NIH implements requirements and develops policy, more information will be provided to grant recipients.
