Purpose

The purpose of this Guide Notice is to alert NIH grantees that in accordance with U.S. Department of Health and Human Services (HHS) directive to Agencies, NIH anticipates transitioning payment for all grant awards to Payment Management System (PMS) subaccounts by the end of FY2014. While final HHS policy guidance is still forthcoming, NIH is providing the community with this advance notice.

Background
Payments for NIH domestic awards are currently made via pool accounts in PMS, which is a centralized grants payment and cash management system, operated by the U.S. Department of Health and Human Services (HHS), Division of Payment Management (DPM).

Payments for NIH awards to Federal institutions, Federal Fellows and Foreign Fellows are currently made directly by the Office of Financial Management (OFM), NIH.

Anticipated Implementation
NIH anticipates for all new and continuing awards to domestic institutions, Federal institutions, Federal Fellows, and Foreign Fellows issued after October 1, 2013 (FY 2014 funding and beyond), payment will be made through the PMS subaccounts. For these types of awards, PMS will establish subaccounts for each NIH award made on or after October 1, 2013.

Specific details regarding the transition will follow in a subsequent Guide Notices as soon as they are available.

Note that NIH is already transitioning the payment of grant awards to foreign institutions to PMS B subaccounts throughout FY2013. See related Guide Notice NOT-OD-12-139. No changes will be made to the policy and procedure changes currently in place for foreign institutions.
