Non-Competing Grant Awards under the Current Continuing Resolution

Purpose

The Department of Health and Human Services (HHS) continues to operate on a continuing resolution (CR) as specified in Public Law 111-322, which was signed by the President on December 22, 2010. The CR continues government operations at 2010 enacted levels through March 4, 2011.

Until the final FY 2011 appropriation is available, NIH will issue non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level). This is consistent with NIH policies during the CRs between FY 2006 and FY 2010 as well as the policy announced earlier in the current fiscal year (see NOT-OD-11-015). NIH will consider adjustments to these levels after the final appropriation is enacted, but expects institutions to monitor their expenditures carefully during this period.
