PLANNED CHANGE IN INVENTION RIGHTS FOR FOREIGN GRANTEES/CONTRACTORS DEFERRED Release Date: August 8, 2002 NOTICE: NOT-OD-02-065 UPDATES: Foreign entities allowed to maintain rights in intellectual property, see NOT-OD-06-005 See also, NOT-OD-03-063 National Institutes of Health (NIH) On March 14, 2002, NIH published an announcement stating its intent to revise policy affecting invention rights for foreign grant and contract award recipients. After consideration of comments received from the grantee community, we have decided to defer implementation of this policy for twelve months, in order to explore more fully the ramifications of the policy change, and to consider alternatives that meet the NIH"s need to protect the U.S. public"s interest while not unduly compromising productive research and intellectual property relationships.
