CLARIFICATION OF CURRENT PUBLIC HEALTH SERVICE GRANT (PHS 398) FORM INSTRUCTIONS 
FOR THE ACADEMIC RESEARCH ENHANCEMENT AWARD PROGRAM (AREA) APPLICANTS

This notice is to clarify current Public Health Service Grant (PHS 398) form 
instructions for the Academic Research Enhancement Award Program (AREA) 
applicants.  The AREA program solicits applications for projects ranging in 
duration from 12-36 months.  Regardless of the duration, NIH awards all AREA 
grants as a single multiyear award.  Therefore, Item 7 and Item 8 (costs 
Requested for Initial Budget Period and Costs Requested for the Proposed Period 
of Support) on the PHS 398 Face Page must be identical.

For example, a 36-month project for $100,000 Direct Costs and $24,000 Facilities 
and Administration costs should be requested as follows:

Item 7a.  Direct Costs Requested for Initial Budget Period.  Enter $100,000.

Item 7b.  Total Request for Initial Budget Period.  Enter $124,000.

Item 8a.  Direct Costs Requested for Proposed Period of Support.  Enter $100,000.

Item 8b.  Total Costs Requested for Proposed Period of Support.  Enter $124,000.

As stated in the Modular Grant Application instructions, the total direct costs 
requested for each year should be entered on the Modular Budget Justification 
Page.  One scenario of how the $100,000 would be distributed is shown below.
