Background
The purpose of this notice is to inform current and future recipients of the NINDS R35 Research Program Award (RPA) of a change to the opportunity to request a budget increase based on exceptional circumstances at the year five (5) administrative review.
Due to the growing cost of individual grant applications, NINDS is faced with a challenging budgetary landscape. To maintain support for as many investigators as possible in this current environment requires careful management of research projects. Effective immediately, NINDS will establish a more stringent policy in considering requests for budget increases at the year five (5) administrative review.
Policy
Under exceptional circumstances, we will consider requests for budget increases at the year five (5) administrative review to capitalize on groundbreaking scientific findings for R35 recipients with awards obligated at less than $500,000 direct costs in year five (5) (excluding consortium F&A). The maximum allowable budget increase request cannot exceed $150,000 DC, and the new budget obligation with the requested increase shall not exceed $550,000 DC. When evaluating a proposed budget increase, the factors NINDS will consider include: 1) the PIs other support (including non-NIH and non-Federal funding); 2) the career stage of the PI; 3) the progress of the research program during the first five years of the R35 award; and 4) the size of the initial R35 award. PIs with significant other support will generally not receive budget increases. The increases will be considered by the NINDS Advisory Council.
This policy is effective immediately and applies to all R35 awards.
This notice rescinds and replaces NOT-NS-19-058 Notice to Allow Requests for Budget Increases for NINDS Research Program Award (R35).
