Purpose

The purpose of this notice is to correct the Award Project Period information in PAR-21-234 “NINDS Faculty Development Award to Promote Diversity in Neuroscience Research (K01 Independent Clinical Trial Not Allowed)”. Language referring to an administrative review after 3 years has been modified in this notice of funding opportunity (NOFO). Changes to the NOFO are shown below. This notice is effective for the October 12, 2023 due date and subsequent due dates.

Section II. Award Information

Award Project Period

The total project period may not exceed 5 years. Initial budget period to be awarded is 3 years and a continuation for years 4 and 5 are contingent on administrative review by NINDS staff. This internal NINDS review will assess whether the investigator has applied for a major research grant (R01, R15, or equivalent) from a federal (e.g., NIH, NSF, DOD, DARPA, etc.) or non-federal source (e.g., non-profit, society, foundation, or institute).

NINDS anticipates that most Diversity Faculty K01 awards will be 5 year awards and applicants should propose a research plan that reflects the total project period (up to 5 years); however, if the year 3 administrative review determines that an investigator is not applying for appropriate research grants or making sufficient progress towards preliminary data for such a submission, the award may not be extended.

1. Award Notices

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement.

A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the recipient’s business official.

Awardees must comply with any funding restrictions described in Section IV.5. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

Any application awarded in response to this FOA will be subject to terms and conditions found on the Award Conditions and Information for NIH Grants website. This includes any recent legislation and policy applicable to awards that is highlighted on this website.

It is anticipated that the terms of award will include, but not be limited to, the following: the initial Notice of Grant Award will be for three years with a special term that an additional two years of support is conditional upon the receipt of a letter requesting two additional years of support and other supporting documentation demonstrating sufficient progress toward faculty independence. The letter should be submitted as an attachment under question G.1 on the RPPR, which addresses Special Award Terms and FOA Requirements.

As part of the year 03 Research Performance Progress Report (RPPR) review to award  year 04,  Program Staff will assess whether the investigator has applied for a major research grant (R01, R15, or equivalent) from a federal (e.g., NIH, NSF, DOD, DARPA, etc.) or non-federal source (e.g., non-profit, society, foundation, or institute) at the end of year 3.

NINDS anticipates that most Diversity Faculty K01 awards will be 5 year awards and applicants should propose a research plan that reflects the total project period (up to 5 years); however, if the year 03 RPPR review determines that an investigator is not applying for appropriate research grants or making sufficient progress towards preliminary data for such a submission, overall progress of the award may be deemed unsatisfactory preventing award of subsequent years of the grant.
