Purpose

The purpose of this Notice is to inform potential applicants that the National Institute of Neurological Disorders and Stroke (NINDS) is participating, effective immediately, in PAR-15-349 "Health Disparities and Alzheimer's Disease (R01)".

Objectives

The following text is added to the end of this section.

While applications submitted in response to this FOA may address the broader interests of other institutes listed on the FOA, the NINDS is interested in the analyses of pathways that create and sustain Alzheimer's Disease-Related Dementias (ADRD) disparities as well as ADRD applications that address the health disparities recommendations from the 2013 ADRD Conference. The recommendations can be found in the ADRD 2013 Report at http://www.ninds.nih.gov/funding/areas/neurodegeneration/workshops/adrd2013/ADRD_2013_Report-and-Memorandum_508comp.pdf

NINDS' interests under this FOA are limited to applications where the clear and main focus is on the ADRDs: vascular dementia, vascular contributions to cognitive impairment and dementia, Fronto-Temporal Dementia (FTD), and Lewy Body Dementia (LBD). NINDS will not consider applications that are primarily on Alzheimer's disease, for example.

Health Disparities (HD) is defined by Public Law 106-525 and occurs when there is a significant disparity in the overall rate of disease incidence, prevalence, morbidity, mortality, or survival rates in the health disparities population as compared to the health status of the general population. NIH has determined that the following populations constitute health disparity populations: (a) racial/ethnic minority, (2) low socio-economic status, and (3) rural populations.

The recommendations in the ADRD 2013 Report that are directly relevant to this FOA, and that are of interest to the NINDS in terms of applications in response to this FOA, include those that address HD Recruitment as well as HD Treatment and Prevention:

  • Health Disparities Recruitment:
  • Initiate and leverage ongoing longitudinal community-based cohort studies of incident dementia in diverse populations incorporating imaging, fluid biomarkers, and autopsy.
  • Use mixed methodology studies to improve assessment tools for disparities populations.
  • Use community outreach methods to facilitate recruiting disparities populations into FTD and LBD clinical studies.
  • Health Disparities Treatment and Prevention:
  • Enhance the design of all trials of vascular health interventions to improve their application to diverse populations.
  • Assess life course risk factors for cognitive decline and ADRDs among disparities populations.
  • Estimate disparities in health burden of ADRDs and risk factors among disparities populations.
