Advisory Council Review	August, 2015 for the first receipt date, then standard dates apply
Earliest Start Date	September, 2015 for the first receipt date, then standard dates apply

Modified to read:

Advisory Council Review	October 2015 for the first due date, then standard dates apply
Earliest Start Date	November 2015 for the first due date, then standard dates apply

All other aspects of the FOA remain unchanged.
