On August 31, 2001 the National Institute of Mental Health (NIMH) issued RFA-
MH-02-002, Research Units on Pediatric Psychopharmacology and Psychosocial 
Interventions (RUPP-PI).  This RFA invited applications for participation in 
a network supported under a cooperative agreement, for multi-site clinical 
trials to study the efficacy and effectiveness of mental health interventions 
for children and adolescents.  Information about this RFA is available at

The purpose of this notice is to clarify how the F&A costs for contracts and 
consortium arrangements will be handled in the applications for this network.  
While the F&A costs associated with all contractual and consortium 
arrangements are considered as direct costs to the applicant organization, 
for the purposes of this RFA only, these will not count against the direct 
cost limits noted in RFA-MH-02-002. (However, these costs should be indicated 
as instructed on PHS 398, rev. 5/2001.)
