PA-20-272 - Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)

Purpose

NIMHD is soliciting supplements to active NIMHD grants and cooperative agreements to support research on HIV/AIDS in NIH-designated populations that experience health disparities, including Blacks or African Americans, Hispanics or Latinos, American Indians and Alaska Natives, Asian Americans, Native Hawaiians and other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities.

The objective of the Ending the HIV Epidemic (EHE): A Plan for America is to reduce new HIV infections in the United States by 75% in five years and by 90% by 2030 (https://www.hiv.gov/federal-response/ending-the-hiv-epidemic/overview). This will be accomplished by implementing proven strategies to prevent new HIV infections – including use of PrEP by high-risk HIV-negative individuals and achieving an undetectable viral load through antiretroviral therapy (ART) among individuals living with HIV – in geographic hotspots with disproportionate numbers of new HIV infections. The COVID-19 pandemic has significantly impeded the EHE effort by diverting attention and resources to address this public health crisis and disrupting HIV preventive care and treatment. At the same time, the pandemic and simultaneously occurring civil unrest related to the killing of George Floyd and other individuals from racial and ethnic groups have illuminated inequities in the Nation’s healthcare system and the ubiquitous influence of structural racism and discrimination on the wellbeing of individuals from these groups and other marginalized groups. The purpose of this NOSI is to emphasize the continued importance of conducting research on HIV/AIDS that will further the EHE effort, including but not limited to research on how the COVID-19 pandemic and structural racism and discrimination affect HIV risk, prevention, and treatment among populations that experience health disparities.

Appropriate topics for supplements include, but are not limited to, those listed below.

For parent awards that ARE focused on HIV/AIDS:

• Inclusion of additional participants (e.g., based on race or ethnicity, sex, sexual orientation, gender identity, age, socioeconomic status, geographic region) to allow for meaningful subpopulation analysis and enhance generalizability.
• Addition of new self-report measures of HIV/AIDS-related or other relevant constructs (e.g., intersectional stigma, experienced and perceived discrimination).
• Addition of direct assessment of the impact of structural racism and discrimination (e.g., indexes of residential segregation, unequal treatment in healthcare settings, presence of SGM-related laws and policies, and other population-based metrics) on health outcomes.
• Examination of COVID-19 vaccine hesitancy and/or the impact of the COVID-19 pandemic among study populations.
• Incorporation of intervention components related to COVID-19 and/or structural racism and discrimination into HIV prevention or treatment interventions.

For parent awards that ARE NOT focused on HIV/AIDS:

• For projects enrolling participants, addition of individuals living with HIV in studies which either did not originally include them or have not enrolled enough participants to conduct adequately powered group comparisons and/or separate analyses.
• For projects conducting secondary analysis of existing data, examination of HIV preventive care or treatment or HIV-related morbidity and mortality as additional health outcomes.

Regardless of whether the parent award is focused on HIV/AIDS or not, administrative supplements must be within the scope of the peer-reviewed and approved project, including competitive revisions. Applications may not propose changes to the overall human subjects or clinical trial designation of the award.

Investigators are strongly encouraged to contact and discuss their proposed research/aims with the Scientific Contacts listed on this NOSI and the Program Official of the parent award in advance of the submission date to better determine appropriateness and interest of the NIMHD.

Description of circumstances for which administrative supplements are available.

Application and Submission Information

Applications for this initiative must be submitted using the following opportunity or its subsequent reissued equivalent.

• PA-20-272 - Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)

All instructions in the SF424 (R&R) Application Guide and PA-20-272 must be followed, with the following additions:

• Application Due Date(s) – July 31, 2022 , by 5:00 PM local time of applicant organization.
• For funding consideration, applicants must include “NOT-MD-22-022” (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this initiative.
• To be eligible, the parent award must be active when the supplement application is submitted (i.e., within five years of the start date of the originally reviewed and approved project period of the existing parent competitive segment; or if applicable, within the originally reviewed and approved project period of a funded competitive revision), and have sufficient time left to complete the studies proposed within this project period at the time of application.
• The supplement proposed must be within the scope of the peer reviewed and approved parent project, including competitive revisions. Administrative supplement applications may not propose changes to the overall human subjects or clinical trial designation of the award.
• Project budgets are limited to $250,000 direct costs per year, not including Consortium F&A costs. Project budgets may not exceed the yearly budget of the parent award.
• Requests may be for up to one or two years of support (if sufficient time is left to complete the studies proposed within the parent award’s above-referenced project period and the currently approved project period of the parent award).
• The Research Strategy section of the application is limited to 6 pages.
• Applicants are strongly encouraged to notify the program contact at the Institute supporting the parent award that a request has been submitted in response to this FOA in order to facilitate efficient processing of the request.

Applications not responsive to this NOSI:

• Projects supplementing awards that are not eligible under this NOSI.

• Projects that are not within the scope of the peer reviewed and approved parent project, including competitive revisions, e.g., that propose changes to the overall human subjects or clinical trial designation of the award.

Applications nonresponsive to these terms will be withdrawn for this NOSI initiative.
