Purpose

The purpose of this Notice is to inform potential applicants that the National Library of Medicine (NLM) will participate, effective immediately, in PAR-19-093, “Leveraging Health Information Technology (Health IT) to Address Minority and Health Disparities (R01 Clinical Trial Optional)"

The following changes and updates are made to PAR-19-093 (shown in italics) to reflect NLM’s participation in this FOA.

The National Library of Medicine seeks applications for novel biomedical informatics and data science approaches that can help reduce disparities by increasing access to care, delivery of higher quality of care, improving patient-clinician communication, and health outcomes for minority health and health disparity populations in the U.S. The scope of NLM's interest in these research domains is broad, with emphasis on new methods and approaches to foster data driven discovery and improve usability and understandability of health information. NLM is also interested in research on approaches to helping consumers acquire, manage and use data about their own health. Biomedical informatics and data science draw upon many fields, including mathematics, statistics, information science, computer science and engineering, and social/behavioral sciences. Application domains include health care delivery, basic biomedical research, clinical and translational research, precision medicine, public health, biosurveillance, and similar areas. NLM defines biomedical informatics as the science of optimal representation, organization, management, integration and presentation of information relevant to human health and biology. NIH defines data science as the interdisciplinary field of inquiry in which quantitative and analytical approaches, processes, and systems are developed and used to extract knowledge and insights from increasingly large and/or complex sets of data.

For this Funding Opportunity Announcement, NLM will support applications involving small, early-stage to Phase I clinical trials that are part of the evaluation components of research projects involving biomedical informatics and/or data science. These clinical trials may involve safety, feasibility or validation studies that inform the research project. NLM will not support applications proposing Phase II, III or IV clinical trials.
