This Notice updates and supersedes information in PAR-06-509 concerning funding levels for stipends, tuition and fees reimbursement, institutional allowances and trainee travel for the National Library of Medicine (NLM) Individual Fellowship for Informationist Training Program (F37) (PAR-06-509). The amounts apply to each 12-month period. The project period remains the same – the fellowship can be for one or two years.

The new sections are as follows:

Stipends:  Informationist fellowship awards provide stipends as a subsistence allowance to help defray living expenses during the training experience. The awards are not provided as a condition of employment with either the Federal government or the sponsoring institution. Some applicants for informationist fellowships will come from professions that require a Master’s degree but do not require a doctoral degree. Others may hold PhD, MD or other doctoral degrees. The stipend level for the first year is determined by the number of full years of relevant post-degree experience at the time the award is issued (not at the time of activation, see below).  Fellows with less than one full year of professional experience at the time of award will receive initial support at the zero level.  Relevant experience may include research (including research in industry), teaching, clinical duties, or other time spent in full-time employment in a health-related field. The latest stipend amounts are available on the NLM website at http://www.nlm.nih.gov/ep/stipend.html .

The stipend for the subsequent year of fellowship support is the next level of experience using the stipend schedule in effect at that time.  Stipends will be adjusted on the anniversary date of the award and will not be changed mid-year to accommodate an increase in the level of experience. No departure from the published stipend schedule may be negotiated between the institution and the fellow.
For fellows sponsored by domestic non-federal institutions or tribal organizations, the stipend will be paid through the sponsoring organization. For fellows sponsored by Federal institutions, the monthly stipend payment will be deposited in the fellow's U.S. bank account or paid directly to the fellow by U.S. Department of Treasury check.
Tuition and Fees:  NLM will offset the combined cost of tuition and fees at the rate in place at the time of award. The tuition and fees rate provides 60% of requested costs up to a ceiling of $16,000. Costs associated with tuition and fees are allowable only if they are required for specific courses in support of the research training experience supported by the fellowship.

Institutional Allowance and Health Insurance:  NLM provides an institutional allowance per 12-month period to nonfederal, nonprofit institutions to help defray training-related expenses such as research supplies, equipment, computer services, health insurance (either self-only or family as appropriate). This allowance is intended to cover training related expenses for the individual fellow, and is not available until the fellow officially activates the award.  If an individual fellow is enrolled or engaged in training for less than 6 months of the award year, only one-half of that year's allowance may be charged to the grant. Support for health insurance is allowable only if it is applied consistently for all individuals in a similar research training status regardless of the source of support. For predoctoral fellows, NLM provides an institutional allowance of $6,500 for training-related expenses and $2,000 for health insurance ($8,500 total). For postdoctoral fellows, NLM provides an institutional allowance of $6,500 for training-related expenses and $4,000 for health insurance ($10,500 total).

Trainee Travel: Informationist fellowship awards provide $2,000 for trainee travel. Funds are not provided to cover the cost of travel between the fellow's place of residence and a domestic training institution. However, in cases of extreme need or hardship, a one-way travel allowance may be authorized by the sponsoring institution. Such travel must be paid from the institutional allowance. It is a requirement of the fellowship that the fellow attend the annual NLM Training Conference, which is held at a different U.S. location each year, and such travel may be paid from the trainee travel allowance. Support for travel by NLM fellows to a practicum site away from the sponsoring organization is also permitted, and may be paid from the institutional allowance.
