Applicants located at one of NLM's University-based Medical Informatics 
Training Programs (http://www.nlm.nih.gov/ep/GrantTrainInstitute.html ) 
are not eligible to apply for this fellowship. Only in unusual 
circumstances will an exception be allowed. Any exception to this 
policy requires advance approval in writing from the NLM Program 
official who oversees the program.
