Purpose

The purpose of this Guide Notice is to inform the AHRQ grant recipient community of an upcoming change in Federal Financial Reporting (FFR) SF-425 submission requirements.

Beginning January 1, 2021, AHRQ recipients of grant awards that require submission of an FFR will be required to submit the SF-425 Federal Financial Report (FFR) via the Payment Management System (PMS) instead of via the eRA Commons/FFR Module. FFRs submitted prior to January 1, 2021 shall use the FFR module in the eRA Commons; FFRs submitted on or after January 1, 2021, shall use the PMS. The date of submission, not the FFR due date, will determine which system is used for submission.

This change to FFR submission requirements will not impact FFR due dates as stated in a grant's terms and conditions of award.

AHRQ is working closely with the Department of Health and Human Services (DHHS) and eRA to provide proper policy guidance and training to all grant recipients. Additional implementation details and PMS training information will be provided at a later date.
