Advance Permission to Submit an Application Requirement

With this Notice, AHRQ announces that advance permission is required to submit an R24 application to the AHRQ Funding Opportunity Announcement (FOA) PA-12-114 (see https://grants.nih.gov/grants/guide/pa-files/PA-12-114.html). This includes all new, resubmission, or revision applications. This notice is being issued to assist applicants in determining institutional eligibility to apply for this FOA prior to the institution devoting substantial resources to develop an application. For applicants intending to submit an application for the December 2013 receipt date, a request for permission to submit an application letter must be received by AHRQ by Wednesday, July 31, 2013.  For applicants intending to submit an application for the December 2014 receipt date, a letter requesting permission to submit an application must be received by AHRQ by Wednesday, July 30, 2014.  The letter from the Institution must be submitted electronically, and must be signed by the proposed Project Director/Principal Investigator (PD/PI) of the application and the Agency Authorizing Official.

The letter must include evidence that the applicant institution (or their affiliate components) has some existing health services research capacity, such criteria as the existence of faculty, researchers, departments or centers with expertise in the area; research and training grants and/or contracts directly related to health services research or graduate programs producing doctorally-prepared researchers in the area. The letter must confirm that the institution (or their affiliate components) is not a center of excellence in comparative effectiveness research (CER) as defined in PA-12-114.

For purposes of this solicitation, CER is defined broadly to include the conduct and synthesis of research comparing the benefits and harms of different interventions and strategies (including usual care) to prevent, diagnose, treat and monitor health conditions, as well as the delivery of health care in real world settings.

Prior to submitting the request for permission letter, applicants are encouraged to review grant listings by AHRQ, NIH, and the Patient Centered Outcomes Research Institute to determine if their institution has been awarded CER grants. Upon receipt of this letter, AHRQ will also conduct a similar review to determine applicant eligibility and will inform the institution of its final decision.

Responses to letters from AHRQ will be emailed by Wednesday, August 28, 2013 or Wednesday, August 27, 2014.

The letter from the AHRQ referral officer documenting advance permission to submit an application (i.e., the permission-to-submit letter) must be submitted with the application, attached as an Appendix in a PDF document. 

If an application is received without a permission letter from AHRQ, it will not be accepted for review. Applicants must also meet all requirements for submission contained in the FOA.

New Detailed Budget Information Requirement

In AHRQ PA-12-114, the following information is included in the Funds Available section:

Applications may be up to five years in duration with a budget supported by AHRQ not to exceed $1 million per year in total costs to the government.  Facilities and administrative (F&A) costs requested by applicants are included in the total cost limitation.  Applications with project periods that exceed five years or budgets that exceed $1 million total costs in any given year will not be reviewed.  Infrastructure components of applications should constitute at least of the total projected budget costs.  Applicants must propose between 3 and 5 multi-year research projects.  Total costs for each research project must not exceed $250,000 annually.  Budgets associated with stakeholders or inter-organizational partnerships with existing centers of excellence cannot exceed 1/3 of the total average annual total costs. 

In PA-12-114, the following information is included in the Budget Component section:

An overall ( composite ) budget must be provided, in addition to separate budgets for the Infrastructure Development Core Plan and each individual research project. Budget justifications for the infrastructure support and for each individual research project must also be included.   

With publication of this Notice, applicants who receive permission to submit an application are notified that the Funds Available and the Budget Component sections of PA-12-114 are modified as follows:

Funds Available (with new requirement):

Applicants must identify in the budget justification what requested costs are associated with infrastructure and what requested costs are associated with stakeholders and inter-organizational partnerships with existing centers of excellence and demonstrate that it has adhered to the stated budget limits.

Budget Component (with new requirement):

An overall ( composite ) budget must be included, in addition to separate detailed budgets and budget justifications for the Infrastructure Development Core Plan and each individual research project. A composite budget and separate detailed budgets and budget justifications for the Infrastructure Development Core Plan and each individual research project must also be submitted for each additional year of funding requested.
