Purpose

The purpose of this Notice is to amend the award budget for PAR-16-402 "NHLBI Program Project Applications (P01)". This change will be effective beginning with the January 25, 2017 Application Due Date (awards to be issued in Fiscal Year 2018).

Award Budget

New (Type 1) applications may request up to $1,515,000 in direct costs for each project year.
No annual increases in noncompeting years may be requested. 

Applicants should discuss equipment requests with NHLBI staff early in the planning phase and must receive permission from the Institute to include equipment costs in their budget request. Final decisions on equipment requests will depend on the nature of the justification and the Institute's fiscal situation.

Renewal (Type 2) applications may request up to the direct cost awarded for the last noncompetitive segment. As with new awards, no annual increases in noncompeting years may be requested.

Award Budget

Effective with the January 25, 2017 Application Due Date (beginning with Fiscal Year 2018 awards), all New (Type 1) and Renewal (Type 2) applications must limit their budget request to $1,515,000 in direct costs (excluding first-tier subcontract Facilities and Administrative [F&A] costs) in each year. Resubmission (A1) applications where the Renewal (A0) was submitted to an Application Due Date prior to January 25, 2017 may request up to the direct cost awarded for the last noncompetitive segment (consistent with policy in effect prior to the January 25, 2017 Application Due Date). No annual increases in noncompeting years may be requested. Equipment is included in the budget ceiling.

All other aspects of this FOA remain unchanged.
