Purpose

The purpose of this Notice is to add Additional Information on Eligibility in PAR-20-100 - Genomic Community Resources (U24).

Number of Applications

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.

The NIH will not accept duplicate or highly overlapping applications under review at the same time. This means that the NIH will not accept:

  • A new (A0) application that is submitted before issuance of the summary statement from the review of an overlapping new (A0) or resubmission (A1) application.
  • A resubmission (A1) application that is submitted before issuance of the summary statement from the review of the previous new (A0) application.
  • An application that has substantial overlap with another application pending appeal of initial peer review (see NOT-OD-11-101).

Specific to NHGRI Applicants:

Multi-institutional Genomics Community Resources

In some cases, two or more institutions that can demonstrate a credible plan for a genomics community resource may wish to submit an application for a single U24 award. A multi-institutional genomics community resource application must designate a lead institution that will receive the award, should demonstrate sharing in leadership positions, and provide details of agreements regarding coordination and support of cores and activities at other participating institutions. For applicants proposing multiple institutions to create a Genomics Community Resource, please 1) speak to the Scientific/Research Contacts to discuss your rationale, 2) reference your plan to submit a multi-institutional application in your LOI, and 3) include the following in both the LOI and your U24 application:

  • Demonstrate an exceptional need to establish collaboration among multiple investigators at each proposed institution
  • Provide evidence of unique plans, such as the development of organized communications systems, to overcome the scientific and management challenges associated with multi-institutional collaborations
  • Describe specific plans to address any anticipated budgetary challenges in the transfer of funds and resources among participating institutions.

These additions are effective immediately. All other aspects of this PAR remain unchanged.
