This Notice is to clarify the review criteria for RFA-HD-06-018, International Extramural Associates Research Development Award (IEARDA) (G11).

The FOA indicated in Section IV.6 “Other Submission Requirements” that The Institutional Plan is a required part of the application, and described in detail the specific items that must be addressed in this plan.  However, the criteria for assessing the Institutional Plan had been erroneously omitted from the section that described the review criteria.  Therefore, the following language is added to Section V.2 “Review and Selection Process”:

III. The Institutional Plan

  • Evidence of a strong institutional commitment to implementing the plan;
  • Evidence, as reflected in institutional statements and the budget, that the nominee will be provided sufficient resources to carry out the plan;
  • Evidence that the nominee will have sufficient authority to carry out the plan;
  • Coherence of the plan and evidence that there is adequate coordination among key faculty and administrators (i.e., composition and functioning of committees) in its development;
  • Adequacy of the proposed Advisory Committee to review, fund, and monitor pilot research studies;
  • The presence, strength, and viability of the proposed evaluation strategy; and
  • The justification for establishing or expanding an Office of Research Development.

Other provisions of this FOA remain unchanged.
