Purpose

The National Institute of General Medical Sciences (NIGMS) announces the availability of funds for Administrative Supplements to NIGMS-funded Institutional Development Award (IDeA) Networks of Biomedical Research Excellence (INBRE) (P20) awards. These funds are intended for existing INBREs to develop collaborations between investigators at the INBRE partner institutions, including primarily undergraduate institutions (PUIs), community colleges (CCs) and Tribally Controlled Colleges and Universities (TCCUs), and investigators supported by Centers of Biomedical Research Excellence (COBRE), IDeA-Infrastructure for Clinical and Translational Research (IDeA-CTR), IDeA States Pediatric Clinical Trials Network (ISPCTN) awards or Clinical and Translational Science Awards (CTSA) to institutions located in IDeA states, in research areas that are currently supported by these programs. The goal of this funding opportunity is to encourage collaborations by investigators in IDeA states while providing students a broad continuum of research opportunities. Although in-state collaboration is encouraged, the collaborative projects can also be proposed between programs across the IDeA states.

The collaborative project should be an expansion of a project currently supported by a COBRE, IDeA-CTR, ISPCTN or CTSA award. The project must not constitute a change in scope of the parent INBRE or COBRE/IDeA-CTR/ISPCTN/CTSA awards.

For these supplements, all active INBREs, including those in their final year of funding or in a no-cost extension, are eligible to apply. This applies also to COBRE, IDeA-CTR, ISPCTN or CTSA programs that will collaborate with INBREs.

Application and Submission Information

Applications by INBREs must be submitted to PA-18-591 "Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin. Supp. Clinical Trial Optional)" or its subsequent reissued equivalent. by April 30, 2020.

All instructions in the SF424 (R&R) Application Guide and PA-18-591 must be followed, with the following additions:

  • Application Due Date April 30, 2020, by 5:00 PM local time of applicant organization.
  • The process for Streamlined Submissions using the eRA Commons cannot be used for this initiative.
  • For funding consideration, applicants must include “NOT-GM-20-012” (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this initiative.
  • Only one supplement request per INBRE will be accepted.
  • Requests may be for one year of support only.
  • Requests can be no more than $100,000 in direct costs exclusive of Facilities and Administrative costs on sub-contracts. No more than 40% of the request can go to the collaborator(s) supported by the COBRE, IDeA-CTR, ISPCTN or CTSA award. As this is a 1-year supplement with a limited budget ($100,000 direct costs), a focused collaborative project rather than multiple collaborative projects is encouraged. As part of the budgetary justification, a statement regarding the expenditure of currently available unobligated grant funds for INBRE should be included.
  • The Research Strategy section of the application is limited to 6 pages.
    • The Research Strategy must clearly describe the significance of the project and the nature of the collaboration.
    • The Approach section of the Research Strategy should include two 2-page subsections, each prepared by the investigator(s) from the INBRE partner institution and the COBRE, IDeA-CTR, ISPCTN or CTSA-supported investigator(s) to describe their respective plans.
    • The Research Strategy section should include a description of how students from the INBRE partner institution will be included in the collaborative research project proposed.
  • The application should include Letters of Support from the INBRE PD/PI and the collaborating program PD/PI detailing mentoring plans and resources that will be available to support the collaboration.

Applicants are strongly encouraged to notify the contact listed below that a request has been submitted in response to this FOA in order to facilitate efficient processing of the request.
