Purpose
This Notice is to provide clarification regarding page limits, allowable budget requests, and cross-referencing of joint requests for equipment supplements in response to PA-15-089.
Part 2. Section IV.2 Content and Form of Application Submission
Page Limitations
Currently reads:
All page limitations described in the Application Guide and the Table of Page Limits must be followed, with the following exceptions: The Scientific Justification section for the requested equipment many not exceed 2 pages.
Modified to read:
All page limitations described in the Application Guide and the Table of Page Limits must be followed, with the following exceptions: The Research Strategy section may not exceed 2 pages.
PHS 398 Research Plan (Research Plan)
Currently reads:
All instructions in the Application Guide must be followed for all Research Plan sections applicable to the proposed supplement activities. At a minimum, the Research Strategy section should be completed and must include a summary or abstract of the funded parent award or project. Other sections should also be included if they are being changed by the proposed supplement activities. Applicants must provide:
- The scientific justification for the requested equipment.
- If jointly submitting a request with other NIGMS grantees, state their name(s) and grant number(s) for cross-reference.

Research Strategy: Applicants must provide:
- The scientific justification for the requested equipment.
- If jointly submitting a request with other NIGMS grantees, state their name(s) and grant number(s) for cross-reference. Each scientific justification should be tailored to the relevant parent grant. It is unlikely that a single scientific justification will suffice for two or more distinct projects.
Part 2. Section II. Award Information
Award Budget
The following text is added to the Award Budget instructions.
Budget limit for joint requests: Two or more NIGMS grantees at the same institution with similar equipment needs are encouraged to submit separate requests for the joint purchase of a single piece of equipment to be shared among the requesting investigators. The budget for each separate request should reflect the actual proportion of the time that the shared equipment would be used by the relevant PD/PI. Each separate budget is limited to no more than the amount of the awarded direct costs of the parent grant. Joint requests should typically total between $50,000 and $250,000 direct costs. In rare circumstances with extremely compelling justification, two or more PD/PIs may submit applications for equipment that would total more than $250,000. However, under no circumstances may a joint request exceed $400,000 direct costs.Inquiries
