Purpose

The National Institutes of Health (NIH) has implemented a change in policy on application submissions (NOT-OD-14-074). The new policy allows an applicant who has an unsuccessful resubmission (A1) to submit the same idea as a new (A0) application for the next appropriate due date. To accommodate the new submission policy, PAR-13-243 "Renewal of Centers of Biomedical Research Excellence [COBRE](P20)" is being modified to allow new (A0) applications.

Note that eligibility is still limited to institutions that are in IDeA states and that currently hold a Phase I COBRE award.

New applications, in addition to Resubmissions and Renewal applications, are now allowed. Specifically:

  • Renewal – The primary purpose of PAR-13-243 is to renew the phase 1 COBRE program to ensure further improvements in research infrastructure and to continue development and support of a critical mass of investigators with shared scientific interests.
  • Resubmission – Unsuccessful renewal applications can be revised and resubmitted one time.
  • New – After an unsuccessful attempt at renewal, applications can be submitted as new. However,
  • Only applicants holding a phase 1 COBRE (P20) award are eligible to apply
  • New applications to this funding opportunity announcement must contain all the required elements specified in PAR-13-243, including description of Program Accomplishments (progress report) and a Progress Report Publication list.
  • This is a new application but it is for renewal of the COBRE (P20) Program

The new (A0) application may not include an Introduction to Application on the PHS 398 Research Plan form or responses to the previous review. However, applicants are encouraged to refine and strengthen all application submissions.
