2. Cost Sharing
This FOA does require cost sharing as defined in the HHS Grants Policy Statement (and see FDCA section 1009, 21 USC 399).

These cooperative agreement funds are intended to supplement, not replace, current funding for program improvement and activities. Agencies funded under these cooperative agreements shall be required to provide the previous and subsequent years of state, local, territorial, or tribal funding to demonstrate that these funds have not replaced previous allocations.
