Notice of Interim Changes to NIEHS P01 Guidelines

The purpose of this Notice is to inform the environmental health sciences extramural community about new policies regarding program project (P01) applications submitted to and funded by the National Institute of Environmental Health Sciences (NIEHS).  The current guidelines are available at http://www.niehs.nih.gov/dert/programs/p01.htm and this announcement is an update of the guidelines.

The NIEHS is currently conducting an assessment of the P01 mechanism for funding research in environmental health sciences and will be making any final changes to the P01 guidelines and policies when that assessment is complete.  However, for Fiscal Year 2006, and most likely beyond, the following interim guidelines are effective:

The final decisions regarding funding of P01s from the Fiscal Year 2007 budget will be made as follows:  New (Type 1) applications submitted on June 1, 2006 or October 1, 2006 and renewal (Type 2) applications submitted on October 1, 2006 will be considered for funding following the May 2007 council round.  Type 2 (renewal) applications submitted for the June 1, 2006 receipt date will be reviewed for the February 2007 council round and interim funding decisions made at that time. A final decision on these will be made after the May council round.

In future years, NIEHS will accept P01 applications only for the October 1 receipt date for review and funding decisions in the May council round.

New applications (Type 1) will be capped at $1 million direct costs; competing renewal applications (Type 2) will be limited to $1.5M direct costs, or a 10% escalation over the previous non-competing year (Type 5), whichever is lower.

Only one revision (A1) will be permitted. Therefore, any applications currently being considered for resubmission that have already been reviewed twice, will not be accepted as revised (A2) applications

s a portfolio management tool, the NIEHS intends to limit the number of P01s it funds to approximately 17-18 in number.  Since all applications over $500,000 must be reviewed and accepted by NIEHS prior to acceptance by the Center for Scientific Review, the staff review of letters of intent will include an assessment of scientific opportunity and importance to environmental health sciences, the interdisciplinary nature of the proposal, and a focus on team sciences, in addition to the common theme, which should be consistent with NIEHS priorities.  In addition to the contact below, potential applicants or principal investigators of current P01s should discuss their plans with the relevant program administrator, who can be identified at http://www.niehs.nih.gov/dert/pasci.htm.
