Clarifications Concerning Outstanding New Environmental Scientist (ONES) Award (RFA-ES-05-005)

The purpose of this Notice is to clarify several issues related to the Outstanding New Environmental Scientist (ONES) award.

1. The RFA states that Eligible principal investigators include individuals with faculty appointments which are tenure track or equivalent and who have fewer than eight years of postdoctoral experience at the time of application. This postdoctoral experience includes all activities since receiving a doctorate level degree, including fellowships and faculty positions. In other words, researchers who received their doctorate degree prior to 1997 are not eligible for this award. One exception, as stated in the RFA, is that years spent in residency or other clinically related activities do not count toward the eight years.

2. All recipients of the ONES award must devote 50% of their time (level of effort) to the research supported by this award, as stated in the RFA. In addition, under Other-Special Eligibility Requirements it states that awardees' departments are encouraged to provide an additional 25-30% release time from clinical, teaching, and administrative duties in order to allow the awardees to devote a larger percentage of time to research efforts, and under 6. Other Submission Requirements it states that the awardees' department chair should provide a letter describing departmental support of the applicant and that this letter should include a discussion of how the department will provide release time up to 80%. This should be interpreted to mean that this release time is encouraged but not mandatory. However, departmental support of the applicant will be considered in the review of the application.

3. Investigators who have a regular R01 application pending at the time of the ONES receipt deadline, i.e., submitted June 1 or July 1 for review at January Council, are eligible to submit a ONES application. However, since the ONES award is designed for new investigators who do not have R01 support, individuals who receive a fundable score and accept funding for the regular R01 prior to the award of the ONES grant are not eligible to receive the ONES award. The individual may defer activation of the R01 until after selection of the ONES awardees has been made. If his or her ONES application is not chosen for funding, he/she may activate the R01. If the ONES application is chosen for funding, the applicant will have to decide which grant to accept, but may not accept both.
