RFP:  NIH-ES-01-14

The National Institute of Environmental Health Sciences (NIEHS) is
soliciting proposals for the purpose of (1) using proteomics
technology for identifying critical proteins affected by chemical
treatments in experimental biological systems (Task 1), and (2)
providing a protein expression profile database based on two
dimensional gel electrophoresis (2D gel) images and mass spectral
(MS) identification and containing data analysis and data mining
tools (Task 2).  Specifically, the Contractor shall provide sample
preparation for 2D gel electrophoresis; separation of samples by
2D gels, image analysis and protein excision and protein digestion;
protein identification by mass spectrometry; develop and implement
an integrated Laboratory Information Management System (LIMS),
furnish a relational prototype database to store and preserve the
integrity of protein expression data generated; and host,
maintain, update and secure the database system.  Offeror may propose 
either or both Tasks.  One or more awards are anticipated with an award
date of June 3, 2002.  The period of performance is expected to be
five (5) years.  For estimating purposes the Government estimates
the level-of-effort as follows: Proteomic Analysis Capabilities
(Task 1): 13,624 direct labor hours per year as Senior Professional
- 2,704 direct labor hours (i.e., Principal Investigator, mass
spectrometry leader, bioinformatics leader); Other Professionals -
10,400 direct labor hours (i.e., computer technical, laboratory
technician); Administrative Support - 520 direct labor hours.  The
Prototype Toxicoproteomics Expression Database System (Task 2):
7,800 direct labor hours per year as Senior Professional - 2,080
direct labor hours (i.e., Principal Investigator/Bioinformatics
leader); Other Professionals - 5,200 direct labor hours (i.e.,
computer technician); and Administrative Support - 1,040 direct
labor hours.  The anticipated release date of the RFP is September
10, 2001 with proposals due December 11, 2001.  Interested firms
