The purpose of this Notice is to reaffirm the commitment of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to supporting the program project (P01) grant mechanism and to announce policy revisions related to NIDDK P01 applications.
The program project is an important and valuable mechanism for advancing collaborative science in areas relevant to the NIDDK. The following revisions are the product of open session discussions during the National Diabetes and Digestive and Kidney Diseases Advisory Council meetings.
1. Effective with the June 1, 2004 receipt date, program project applications will no longer be percentiled. Funding strategies will be based upon priority score and Institute priorities.
2. Effective with the June 1, 2005 receipt date, competing continuation (Type 2) applications will no longer be subject to the previously established 20% cap on budget escalation (http://grants.nih.gov/grants/guide/notice-files/NOT-DK-01-004.html). The absolute budget caps of $5 million in direct costs for new (Type 1) applications and $6.25 million in direct costs for competing continuation (Type 2) applications remain in place. The caps are exclusive of any consortium facilities and administrative (F&A) costs.
3. The principal investigator for the overall program project must request support entailing a sufficient percent effort to provide effective oversight and administration of the P01. Effective with the June 1, 2005 receipt date, inclusion of appropriate percent effort will be an additional review criterion.
4. Effective with the June 1, 2005 receipt date, only one amended application will be accepted for P01 submissions (only A1 submissions will be accepted; A2 submissions will no longer be accepted).

Program project grant applications, as well as applications requesting $500,000 or more in direct costs (exclusive of any consortium F&A costs) for any year, must: 1) contact the NIDDK program staff at least 6 weeks before submitting the application; 2) obtain agreement from the NIDDK staff that NIDDK will accept the application for consideration for awards; and 3) include a cover letter with the application identifying the NIDDK staff member who agreed to accept assignment of the application.
