Purpose

NIDCR announces the availability of funds for Administrative Supplements to a subset of existing NIDCR-funded grants and cooperative agreements (for this Notice, the term “grant” herein refers to R00, R01, R15, R37, R42, R44, SB1, U01, and UH3 Activity Codes). These funds are intended to enhance ongoing research by enabling NIDCR-funded researchers to form a new collaboration that was not anticipated at the time of submission, review, and funding of the parent award. There must be sufficient progress on the parent project to justify the additional supplemental work. These collaborative activities must be within the scope of the approved aims of the parent award and are expected to generate important new opportunities for achieving the goals of the parent project and benefiting the research program of the collaborator.

Collaborations must be newly-established, that is, there must not be a substantial history of collaboration within the past three years between the grantee Program Director/Principal Investigator (PD/PI) and the collaborator (e.g., there must not be coauthored publications nor any NIH awards that have been funded with the proposed collaborator within the past three years). The leader of the collaborating group should hold the equivalent of an independent faculty appointment in academia or serve as a group leader in industry, and must provide evidence of active engagement in research, such as grant support. Collaborations that bring together ideas, theories, methods, and approaches from different scientific and clinical disciplines are particularly encouraged.

Types of collaborative science encouraged through this Notice include new collaborations that encompass but are not limited to:

  • Early Stage Investigators (ESIs)
  • Individuals from groups underrepresented in the biomedical and behavioral sciences
  • Scientists in a different scientific or clinical discipline
  • Scientists new to dental, oral, and craniofacial research areas
  • Scientists in industry or small businesses

Collaborative activities should not include solely the provision of reagents and materials but rather are expected to involve integration and exchange of ideas, knowledge, data, and methodologies to contribute to the parent project. Partnering with investigators to access state-of-the-art methodology or data generation and analysis methodologies that fall within the purpose of this collaborative supplement are allowed. Additional salary support for the PD/PI in the supplement application is discouraged.

PD/PIs are strongly encouraged to contact the Program Official named in the Notice of Grant Award to discuss the collaborative project in relation to the parent project prior to submitting an application for this administrative supplement. Collaborations with non-domestic (non-U.S.) entities (foreign institutions) are eligible. Grantee organizations may submit more than one application, provided that each application is distinct from other administrative supplements or other types of grant applications already funded or under consideration by the awarding NIH Institute or Center; however, each grant is limited to one application for an administrative supplement for collaborative science.

Application and Submission Information

Applications for this initiative must be submitted using the following opportunity or its subsequent reissued equivalent.

  • PA-18-591 - Administrative Supplements to Existing NIH Grants and Cooperative Agreements (Parent Admin Supp Clinical Trial Optional)

All instructions in the SF424 (R&R) Application Guide and PA-18-591 must be followed, with the following additions:

  • Only existing awardees of NIDCR-funded grants listed above are eligible to apply. Only active awards with at least 12 months remaining, exclusive of time in no-cost extension (NCE), at the time of the due date will be considered. Awards in NCE are ineligible to apply.
  • Application Due Date March 20, 2020, by 5:00 PM local time of applicant organization. No late applications will be accepted.
  • For funding consideration, applicants must include “NOT-DE-19-017” (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this opportunity.
  • The process for Streamlined Submissions using the eRA Commons cannot be used for this opportunity.
  • Applicants are strongly encouraged to notify the program contact at NIDCR supporting the parent award that a request has been submitted in response to this FOA to facilitate efficient processing of the request.
  • The project and budget periods are limited to one year and must be within the currently approved project period for the existing parent award.
  • Research Strategy:

The Research Strategy section of the application is limited to 6 pages, not including the References Cited. Provide a brief description of the scope of the overall parent project on which the supplemental request is based and include updates on the project’s progress. Describe the supplement's specific aims, including research design and methods, data analysis, and a description of the collaborator’s contribution. Describe how the supplemental work relates to the relevant specific aim(s) described in the parent grant, how it will enhance the approved aims of the parent grant, and why the work cannot be accomplished as part of the parent grant.

  • Award Budget:

The PD/PI and no more than one collaborator may request up to a maximum of $150,000 total annual direct costs, or up to no more than the total annual direct cost amount of the current year’s award, whichever is less. Funds requested must reflect actual needs of the proposed collaboration in achieving new research objectives that are within scope of the parent project. Maximum direct costs are exclusive of consortium/contractual Facilities and Administrative (F&A) costs.

All budgets should be submitted using the R&R Detailed Budget form, regardless of the form used for the parent award, and should only include funds requested for the additional supplement activities. Justification for the requested budget must be provided. The funds need not to be divided equally between the PD/PI and the collaborator. For parent awards with large unobligated balances, an explanation and plans for drawdown must be provided.

  • Other Content and Form of Application:

Other sections should also be included if they are modified by the proposed supplement activities. In particular, changes in areas such as Protections of Human Subjects, Inclusion of Women Minorities and Children, Vertebrate Animal Welfare, Biohazards, and Resource Sharing Plan should be reflected by the addition of the completed relevant sections of the application. If the parent grant does not include Human Subjects research, the supplement application must not include Human Subjects research. No other documents or information is allowed as part of the Appendix or "Other Attachments".

In addition to the required NIH biographical sketch for any Senior/Key Personnel who are being added through this supplement as described under the instructions for the Parent Announcement, the application must include a letter from the collaborator that briefly describes his/her role, commitment, and unique contributions to the collaboration. The letter must be countersigned by the authorized organizational representative/institutional official of the collaborating institution and included under the Letters of Support section of the application.
