Purpose

NIDCD announces the availability of funds for Administrative Supplements to NIDCD-funded R01, U01, P50, or U24 awards.  These funds are intended for the purchase of equipment to digitize previously processed microscopic slides of temporal bone tissue, with a priority for human tissue followed by animal tissue.  Direct costs are limited to $225,000 for the price of the equipment and any related service agreement. The service agreement cannot extend beyond the parent grant end date. Equipment purchased should be able to obtain high resolution scans (20x minimum) of histological slides. Supplemental funds are not intended to pursue lines of experimentation that expand the scientific scope of the parent award. Recipient Organizations will be required to upload the images to the NIDCD National Temporal Bone Registry and Database (https:\\masseyeandear.org\tbregistry)

Two NIDCD grantees at the same institution with similar equipment needs are encouraged to submit separate requests (with a combined budget of no more than $225,000 direct costs) that cross-reference each other, according to the instructions for the budget justification below. It is expected that the amount of funds requested for such joint purchases will reflect the actual proportion of the time that the shared equipment would be used by each PD/PI.

Application and Submission Information

The parent NIDCD award must be active when the supplement application is submitted (e.g., within the originally reviewed and approved project period), regardless of the time remaining on the current project. Administrative Supplements are intended to provide funds for NIH grantees where the equipment proposed in the supplement is fully within the scope of the ongoing grant.

Applications for this initiative must be submitted using the following opportunity or its subsequent reissued equivalent.

All instructions in the SF424 (R&R) Application Guide and PA-20-272 must be followed, with the following additions:

  • Application Due Date(s) – July 14, 2021 by 5:00 PM local time of applicant organization.  This NOSI expires on July 15, 2021.
  • IMPORTANT: For funding consideration, applicants must include “NOT-DC-21-004” (without quotation marks) in the Agency Routing Identifier field (box 4B) of the SF424 R&R form. Applications without this information in box 4B will not be considered for this initiative.
  • Only electronic submissions will be accepted for this funding opportunity. Use one of the methods described in PA-20-272. Paper submissions and applications submitted as email attachments will be rejected without review. All applications (including those for multi-project activity codes) must be submitted electronically using a single-project application form package.
  • Requests may be for one year of support only and service agreements must not extend beyond the parent grant end date.
  • Requests can be for no more than $225,000 in direct costs. However, the requested supplemental budget cannot exceed the total year direct cost amount of the parent award.
  • To be eligible, the parent award must receive funds in FY2021 (Oct. 1, 2020 - Sept. 30, 2021) and not be in a no-cost extension period at the time of submission or award; the supplements should not extend beyond the project period of the parent award.
  • Instructions for the Budget Justification:
    • If two NIDCD grantees at the same institution are jointly submitting a request for equipment, list the name, grant number, and percent use of each grantee at the top of the Budget Justification. Note that the combined budget may not exceed $225,000 in direct costs.
    • Include a brief statement regarding the expenditure of currently available unobligated grant funds, as well as plans to spend remaining funds in order to demonstrate the need for additional funds.
    • If the entire purchase price of the equipment item is being requested, provide justification that the cost amount is reasonable and allocable to the grant project. If a partial amount of the purchase price is being requested, explain how the balance of funds will be provided from institutional or other sources, including a supplement to another NIDCD grant at the PD/PI's institution.
    • Include price quotes or other documentation for the requested equipment and service agreement, if applicable.
  • The Research Strategy section of the application is limited to 3 pages. This section should include a summary or abstract of the funded parent award and should present the scientific justification for the requested equipment, including number of estimated temporal bone cases to be scanned and uploaded to National Temporal Bone Registry and Database, variety of cases to be scanned and estimated quality of the tissue, plan for available personnel to complete the task, overall quality of tissue evaluation and scanning schedule, plan for uploading the data to the NIDCD National Temporal Bone Registry and Database, and specify if human temporal bone tissue and/or animal tissue (note: human tissue will be given the highest priority followed by consideration of animal tissue of high value).
  • NIDCD encourages requests that reflect institutional commitment. Institutional commitment will be taken into consideration when making funding decisions.
  • Recipient Organizations will be required to upload the images to the NIDCD National Temporal Bone Registry and Database as specified in the Notice of Award.
  • Applicants are strongly encouraged to notify the program contact at NIDCD supporting the parent award that a request has been submitted in response to this FOA in order to facilitate efficient processing of the request.
