Old Language (contradicts Executive Summary):

R03 small grant mechanism is described for supporting discrete, well-defined projects that realistically can be completed in two years.

New Language:

The B/START is a special R03 program with a shortened one year period of support.

All other aspects of the FOA remain unchanged.
