NIDA wishes to clarify the substantive scope/boundaries of the 
Transition to Adulthood RFA (DA-04-013). Appropriate (in-scope) studies 
include: (1) examination of the long-term effects of childhood 
interventions in the young adult years, and (2) naturally-occurring 
impacts of environmental or systems-level interventions such as 
variations in enforcement of rules or other practices across sites 
within an organization.  However, secondary analyses of longitudinal 
data that do not include an intervention are not within the scope of 
the RFA.
