National Institute on Drug Abuse
The National Institute on Drug Abuse (NIDA) is soliciting proposals from
qualified businesses to provide resources to support the newly established
Clinical Trials Network (CTN). In an effort to dramatically improve drug
abuse treatment throughout the country, NIDA established the CTN in September
1999 and has awarded fourteen Regional Research and Training Centers (RRTCs).
Each RRTC has contractual agreement with 5-8 Community-based Treatment
Programs (CTPs). Multi-site clinical trials will be conducted in these
community program sites. This project is to support the work of the CTN in
its conducting of clinical trials to evaluate the effectiveness of science-
based behavior therapies and/or safe and effective medication therapies. For
medication trials, the Contractor shall prepare medication kits for the
patients, manage a drug testing quality assurance program, and distributing
clinical supplies. No actual clinical or laboratory studies will be conducted
under this contract. It is estimated that a three-year incrementally funded,
level of effort type contract using work assignments will result from this
procurement. The project will include two options, each for an additional

the RFP for this acquisition will be streamlined to include only the Work
Statement, Deliverables and Reporting Requirements, Special Requirements and
Mandatory Qualifications, Technical Evaluation Criteria, and other necessary
Proposal Preparation Instructions. All information required for the
submission of an offer will be contained in or accessible through the
electronic RFP package. Response to the RFP will be due on or about May 10,
2001. Any responsible offeror may submit a proposal which will be considered
by the Government. This advertisement does not commit the Government to award
a contract.
