Purpose
The purpose of this Notice is to announce the NCI's intention to issue a Request for Applications (RFA) for research designed to optimize smoking cessation treatment among people living with HIV (PLWH) in the United States (U.S.). The goal of this RFA is to provide support for studies that employ rigorous designs that seek to systematically test existing evidence-based tobacco cessation interventions (e.g., combination of behavioral and pharmacological) and/or to develop and test adaptations of evidence-based tobacco cessation interventions for this population. The long-term goal is to reduce cigarette smoking rates among PLWH, and thus tobacco-related health disparities in this population. This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects.
The funding opportunity is expected to be published in the Summer of 2018 with expected application receipt date in Winter of 2018. This funding opportunity will utilize the R21 Exploratory/Developmental Research Grant mechanism, and is suitable for early phase, pilot, or exploratory/developmental projects. For such projects, preliminary data are not required; however they may be included if available. This Notice runs in parallel with a Notice of identical scientific scope, NOT-CA-18-078, for well-developed research projects using the NIH R01 funding mechanism.Research Initiative Details
There are an estimated 1 million PLWH in the U.S. Of these, an estimated 40% smoke cigarettes, more than twice the prevalence observed in the U.S. adult population. Consequently, PLWH experience substantial tobacco-related morbidity and mortality, including from tobacco-related cancers. The high prevalence of cigarette smoking and the high incidence of tobacco-related cancer and other smoking-related diseases among PLWH calls for swift action to intervene with this population to reduce tobacco use rates. However, evidence to guide tobacco cessation care for PLWH smokers is inadequate. This RFA will provide support for research studies that systematically test existing evidence-based smoking cessation interventions (e.g., combination of behavioral and pharmacological) and/or to develop and test adaptations of evidence-based smoking cessation interventions among PLWH. Research strategies need to be consistent with the highest HIV/AIDS research priorities as identified by NIH (see NOT-OD-15-137). Responsive applications must propose research that will be conducted with PLWH and will inform efforts to reduce the incidence of tobacco-related disease and death among PLWH. The principal focus of this initiative is on cigarette smoking cessation; however, studies that address dual/poly tobacco product use as part of a cigarette smoking cessation intervention will be acceptable. Proposed projects must include prospective, comparative evaluation(s) of the intervention(s) in terms of the rates of cigarette smoking cessation, including sustained abstinence, among current cigarette smokers.
