Purpose
The purpose of this Notice is to announce the second round of a pilot program to assist eligible small businesses in understanding and completing the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) application process. This program, the NIH Applicant Assistance Program (AAP), is intended to help new and/or previously unsuccessful small businesses submit a competitive SBIR or STTR application to one of the participating institutes (NCI, NINDS, NHLBI).
The AAP is designed to:
- Provide support for small businesses preparing a Phase I SBIR or STTR application
- Assist in identifying appropriate market research for an SBIR/STTR application
- Guide applicants through the application process, including required registrations
- Help applicants use the electronic system to apply for an SBIR/STTR award
NIH is particularly interested in assisting small businesses that are owned or operated by individuals who are underrepresented in the biomedical sciences, including:
- Black or African Americans
- Hispanics or Latinos
- American Indians or Alaska Natives
- Native Hawaiians and other Pacific Islanders
- Individuals with disabilities
- Women (underrepresented in biomedical industry ownership and high-level leadership)
This service is provided through a third-party federal contractor. Small businesses must apply and be accepted into the NIH AAP. After acceptance, the program is offered at no charge to the small business. Participation in this program is optional and does not guarantee a successful SBIR or STTR award. The second round of the NIH AAP is the final round of the pilot program. The deadline to apply to the NIH AAP is Friday, June 1, 2018. Applicants that applied to the first round of the pilot program and were not selected will need to apply to the second round for their application to be considered.
