Purpose

The National Cancer Institute and the Fogarty International Center intend to promote a new initiative by publishing a Funding Opportunity Announcement (FOA) to solicit applications for research on HIV and cancer from research institutions in the United States (U.S.) and sub-Saharan Africa.

The overall goal is to support research projects that address high priority research questions in HIV-associated malignancies in sub-Saharan Africa that will be conducted by collaborative consortia between African and U.S. institutions.

This Notice is being provided to allow potential applicants sufficient time to solidify their research teams, establish meaningful collaborations, and develop responsive projects. 

The FOA is expected to be published in early Fall 2013 with an expected application due date in December 2013.

This FOA will utilize the U54 activity code. Details of the planned FOA are provided below.

Research Initiative Details

The FOA will be open to all qualified applicants with the appropriate expertise and capacity to conduct research on HIV-associated malignancies at an African institution. Each application must be based on collaborations between researchers in a U.S. institution and researchers in a sub-Saharan African country. Eligible "sub-Saharan African countries" are the ones listed as such by the World Bank http://data.worldbank.org/region/sub-saharan-africa.

Each applicant team will be required to propose multiple projects that either address a variety of topics for a single category of cancer or one topic for a related group of cancers. Research activities need to be designed to be primarily conducted in the African institution. Nonetheless, the U.S.-based investigators will be expected to provide close guidance and mentoring to African investigators and participate in various stages from research planning through data processing, results interpretation, and publication.

Each Consortium will also be required to establish an Administrative/Coordinating Core and a Mentoring/Career Development Core. Additional technical shared resources cores may also be needed depending on the types of research projects proposed. The Mentoring/Career Development Core should specifically support training and career development for junior African investigators.

Clinical trials will not be permitted but clinical research using human specimens will be allowed.
