Clarification to RFA-CA-09-014 Cancer Nanotechnology Training Centers (CNTCs)(R25) Regarding Allowable Participant Salaries

Purpose

The purpose of this Notice is to clarify the Request for Applications (RFA) entitled Cancer Nanotechnology Training Centers (CNTCs) (R25) published in the NIH Guide on October 9, 2009 as RFA-CA-09-014 concerning the allowable salary levels for participants of training programs proposed in response to this RFA.

Specifically, the following changes are made to the indicated below passages in Section IV.2. Content and Form of the Application Submission of RFA-CA-09-014

1) The paragraph under subheading , Other Program-Related Expenses is revised as follows:

These expenses must be itemized, as appropriate, in Sections C. (Equipment), D. (Travel), E. (Participant/Trainee Support Costs), and F. (Other Direct Costs) of the Research & Related Budget.

2) The third paragraph after the subheading Participant Costs is changed to read:

Salary amounts for all participants must conform to the established, consistently applied salary and wage policies of the applicant institution and must be appropriately pro-rated to reflect the level of effort (person-months) devoted to the program. For general guidelines, applicants are encouraged to consult current NRSA stipend levels for graduate (pre-doctoral) students and post-doctoral fellows. See NOT-OD-09-075. However, applicants must also note that: (a) program participants must receive salaries with fringe benefits ( stipends are not allowable under this FOA) and an employee-employer relationship must exist; and (b) salaries may exceed the NRSA levels for similar experience. The requested salaries for graduate (pre-doctoral) students may be up to $22,000 per year (plus fringe benefits) for full-time participation in the training program. The requested salaries for post-doctoral fellows may be up to $75,000 per year (plus fringe benefits) for full-time participation in the training program.

Other sections of RFA-CA-09-014 remain unchanged.
