Purpose

The purpose of this Notice is to alert applicants of the rescinding of NCCIH's NOT-AT-20-017 "NCCIH Policy Change to Budget Limit and Grant Durations for SBIR/STTR Phase I and Phase II Applications" to revise the NCCIH policy regarding total funding support allowed for Phase I and Phase II Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grant applications. 

For budgetary, administrative, or programmatic reasons, NCCIH may decide not to fund an application or may decrease the length of an award and/or the budget in line with recommendations by the reviewing peer review committee or the NCCIH council.

Generally, NCCIH will follow the budgetary guidance for SBIR/STTR Phase I and Phase II applications as specified by NIH SBA budget policy

Requests for budgets reaching the budget caps must be very well justified. In all cases, applicants should propose a budget that is reasonable and appropriate for completing the research project. Applicants are strongly encouraged to contact the NCCIH Small Business Program Team before submitting.
