Purpose

The purpose of this Notice is to provide clarification to sections of the National Institute of Allergy and Infectious Diseases (NIAID) FOA, RFA-AI-10-027 http://grants.nih.gov/grants/guide/rfa-files/RFA-AI-10-027.html entitled Biomedical Prevention of HIV Research Education . 

The first two changes are to increase the funds available for this FOA to commit approximately $2.2M in fiscal year 2011 to fund 1 application and to clarify that the cost refers to Total Cost and not to Direct Cost.

Below, the relevant sections of the FOA are changed with the appropriate dollar figure. All costs in the FOA have been changed to Total Cost.

The third change is to add a reference to the NIAID HIV Vaccine Research Education Initiative (NHVREI) is now provided to inform applicants of previous activities funded by NIAID and the altered paragraph is included below.

The fourth and final change is a modification to the definition of participants to better reflect the intent of this award and the recognition that the persons to be trained by this education grant are a wider community.

OLD LANGUAGE: Budget and Project Period: Budgets for direct costs up to $1.8M per year and project duration of up to five years may be requested for a maximum of $9.0M direct costs, over a five-year project period. 

NEW LANGUAGE: Budget and Project Period: Budgets for total costs up to $2.2M per year and project duration of up to five years may be requested for a maximum of $11.0M total costs, over a five-year project period.

An award issued under this FOA is contingent upon the availability of funds and the submission of a sufficient number of meritorious applications.

Research Education Objectives

OLD LANGUAGE: Paragraph 3: NIAID has worked since 2000 to educate U.S. populations about HIV vaccine research, first through the HIV Vaccine Communication Campaign, and beginning in 2006 through the NIAID HIV Vaccine Research Education Initiative (NHVREI). This FOA is to establish the successor to NHVREI and to expand the scope to include education about all types of biomedical HIV prevention clinical research rather than focusing solely on HIV vaccine research.   The goal of the Biomedical Prevention of HIV Research Education (B-PHRE, pronounced be free ) is to create an enabling environment for biomedical HIV clinical prevention research, including vaccine research, particularly among those U.S. populations most affected by HIV/AIDS.

Identify the career levels essential for participation in the planned program.  For the purpose of this FOA, participants refers to those receiving the education and outreach about biomedical HIV prevention research are scientists and educators, media experts, community leaders, and members of stakeholder organizations engaged in biomedical HIV prevention research among highly HIV-affected communities in the United States.  These individuals must be members or influencers of highly affected communities and those involving HIV-impacted populations in the U.S. as indicated by surveillance data from the U.S. Centers for Disease Control and Prevention (see http://www.cdc.gov/hiv/topics/surveillance/index.htm for more information).
