Description

This acquisition will provide for the continuation of the Microbial Genome Sequencing Centers program. In FY 2003, NIAID awarded contracts to the Broad Institute of the Massachusetts Institute of Technology and the J. Craig Venter Institute.  These contracts are due to expire on February 28, 2009. Through this requirement, up to two large-scale Genomic Sequencing Centers for Infectious Diseases (hereinafter also referred to as “Centers”) will be established that support a diverse set of genome sequencing activities.  For purposes of this acquisition, genomic sequencing activities include high throughput sequencing, comparative genomic sequencing and genotyping.  High throughput sequencing capacity is defined as the capability to: a) produce high quality sequencing data in a highly efficient manner with continuous increase in efficiency and decrease in costs; b) generate a diverse variety of genome sequence products; c) develop and implement new technologies; and d) maintain an automated production pipeline with a throughput of 20 million successful sequence reads per year. Comparative genomics and genotyping are defined as using high throughput platforms to examine the whole genome for genetic variation.

The scope of the Genomic Sequencing Centers for Infectious Diseases contract(s) is to provide rapid and cost-efficient production of high-quality genome sequences of microorganisms and invertebrate vectors of infectious diseases and to make the resulting genomic data rapidly and readily accessible to the broader scientific community through publicly accessible international databases.  In addition, the Centers shall provide comparative genomics and genotyping to examine genetic variation in populations and communities of human pathogens and also across the human genome to identify genetic associations with observable phenotypes in the pathogen and in the human host.

It is anticipated that up to two (2) Cost Reimbursement contracts will be awarded for a period of five (5)years, beginning approximately February 6, 2009.  RFP NIH-NIAID-AI2008-010 will be available electronically on or about March 11, 2008 and may be accessed at http://www.fedbizopps.gov/.  Only electronic copies of the RFP will be available.  All information required for the submission of an offer will be contained in the RFP.  Responses to this RFP will be due approximately July 7, 2008. 

Any responsible offeror may submit a proposal that will be considered by the Government, however, this notice does not commit the Government to the award of a contract.  No collect calls will be accepted.  No facsimile submissions will be accepted.
