DESCRIPTION

The Division of Extramural Activities (DEA), National Institute of Allergy 
and Infectious Diseases (NIAID), National Institutes of Health (NIH), 
Department of Health and Human Services (DHHS) is recompeting a requirement 
for scientific and technical support to the mission of the DEA and other 
NIAID Divisions.   THIS ACTION IS BEING SOLICITED AS A 100% SMALL BUSINESS 
SET ASIDE, NAICS CODE 541710; SIZE STANDARD 500 EMPLOYEES. [SEE GOVERNMENT-
WIDE NUMBERED NOTES 1 and 26.] The contractor support staff and the Project 
Manager or Deputy Project Manager is required to be on-site at the DEA 
location.  Responsibilities under the proposed contract include:  (A) 
Contract Management and Core Services, (B) Development Activities (Efficiency 
and Effectiveness Enhancement), (C) Operations Assistance and (D) Scientific 
Program Assistance.   The support to be provided will include internet and 
intranet development, testing and maintenance, records management, redesign, 
implementation and maintenance of NIAID's council systems and procedures, 
providing professional and technical support of peer review and related 
computer applications, support to grants management, support to contracts 
management, assisting in the review of scientific projects and entry of 
scientific data, scientific consultation and technical and/or scientific 
analysis.   The incumbent contractor is Logical Technical Services, Inc. of 
Bethesda, Maryland, Contract No. N01-AI-05393.   The total effort is 
estimated at 74.6 Full Time Equivalents (FTEs) [utilizing a base year of 1960 
hours].

It is anticipated that up to one (1) cost-reimbursement, incrementally-funded 
type contract with one, two-year Option will be awarded for a Base period of 
five years plus one two-year Option, beginning approximately March 1, 2005.  
RFP NIH-NIAID-DEA-05-28 will be available electronically on or about August 
4, 2004, and may be accessed at http://www.niaid.nih.gov/contract/rfps.htm or 
http://www.fedbizopps.gov/.  Only electronic copies of the solicitation will 
be available.  All information required for the submission of an offer will 
be contained in the solicitation.  Responses to this RFP will be due on or 
before September 20, 2004.

Any responsible offeror may submit a proposal that will be considered by the 
Government, however, this notice does not commit the Government to the award 
of a contract.  No collect calls will be accepted.
