Purpose

This Notice gives guidance on submitting a budget for greater than 5 years. RFA-AG-12-001: Limited Competition: The Health and Retirement Study (U01): https://grants.nih.gov/grants/guide/rfa-files/RFA-AG-12-001.html has a maximum award project period of six years. Applicants submitting a budget for six years for this Funding Opportunity Announcement (FOA) need to follow these instructions.

For Budgets Greater Than 5 Years

The SF424 (R&R) budget component does not easily accommodate more than 5 years at this time. Therefore, if you are preparing a budget for more than 5 years, follow these special instructions.

SF424 R&R Cover Component

  • For the Project Period: (Item 12 in the Cover component): show all years of time; even those years > 5
  • For Estimate Project Funding: (Item 15 in the cover Component): show all years worth of money; including funds for years > 5

Research and Related Budget: Complete the “Research and Related” budget for years 1-5. Include the same level of detail for years > 5 in the Budget Justification along with an explanation of this unique situation.

PHS398 Cover Letter: Include a cover letter that addresses this unique > 5 year feature

PHS398 Checklist/Program Income: If any Program Income amounts are anticipated in Years > 5, include the information as part of the Yr 5 budget period, and provide clarity in the Sources text section.

Applicants should note that this approach may generate a warning about the Project Period being greater than 5 years. However it is a warning and you will be addressing it in the Cover Letter so the warning can be ignored.  In some cases warning to “comply with the FOA” may appear, instead or also. This warning also can be ignored.
