INCREASE IN SALARY SUPPORT ON NIA-SUPPORTED CAREER AWARDS

The National Institute on Aging (NIA) announces an
increase in allowable salary on certain career awards
supported by the Institute. This change is effective for
awards to be issued in fiscal year (FY) 2001 and subsequent
years. Where applicants have already applied for an award
under the former guidelines, if they are to be issued an
award, they will be contacted by Institute staff and asked
whether they wish to submit a revised budget.
AFFECTED MECHANISMS
This change in salary level applies to new and continuing
K01 (Mentored Research Scientist Development Awards),
K02 (Independent Scientist Awards), K08 (Mentored
Clinical Scientist Development Awards), and K12
(Mentored Clinical Scientist Development Program
Awards).
This change does not apply to K07 (Academic Career
Leadership Awards), K23 (Mentored Patient-Oriented
Research Career Development Awards), K24 (Mid-career
Investigator Awards in Patient-Oriented Research), K25
(Mentored Quantitative Research Career Development
Awards), or K26 (Mid-Career Investigator Awards in
Mouse Pathobiology Research). These programs have
specific provisions for salary described in program
announcements available in the NIH Guide.
New Awards (Type 1) and Competing Renewals (Type 2)
Salary Allowance: Beginning in FY 2001 the NIA is
providing salary for K01, K02 and K08 award recipients,
consistent with the institution"s salary scale for faculty with
equivalent experience up to a level of $75,000 per 12
months, plus applicable fringe benefits. For K12 program
awards the $75,000 per year limit is allowed for no more
than 60 per cent of authorized slots in any one year, and no
more than 5 total slots on the award. A $60,000 limit will
apply to remaining slots. All K01, K02, K08 and K12
awards require a minimum of 75% effort on the career
award activities by the candidate. NIA will allow the full
$75,000 (or $60,000 cap) for 75% effort.
The institution may supplement the NIA contribution up to a
level that is consistent with the institution"s salary scale,
however, supplementation may not be from Federal funds
unless specifically authorized by the Federal program from
which such funds are derived. In no case may Public Health
Service (PHS) funds be used for salary supplementation.
Institutional supplementation of salary must not require
extra duties or responsibilities that would interfere with the
purpose of the career award. Under expanded authorities,
however, institutions may rebudget authorized funds within
the total costs awarded to cover salaries consistent with the
institution"s salary scale.
The total salary requested must be consistent with a full-
time, 12-month staff appointment. It must be consistent
both with the established salary structure at the institution
and with salaries actually provided by the institution from its
own funds to other staff members of equivalent
qualifications, rank, and responsibilities in the department
concerned. If full-time, 12-month salaries are not currently
paid to comparable staff members, the salary proposed must
be appropriately related to the existing salary structure.
Research Development Allowance:
1. K01 and K08 awards: The NIA is continuing to provide
up to $20,000 per year for the following expenses: (a)
tuition, fees, and books related to career development, (b)
research expenses, such as supplies, equipment, and
technical personnel, (c) travel to research meetings or
training, (d) statistical services including personnel and
computer time.
2. K12 awards: The NIA is continuing to provide $20,000
per year for up to five slots and no more than $10,000 per
year for remaining slots.
3. K02 awards: NIA will continue to provide up to $5,000
annually to offset the cost of tuition, fees, books, and
similar educational materials related to career development.
Salary for mentors, secretarial and administrative assistance,
etc., is not allowed.
Noncompeting continuations (Type 5)
Beginning with the FY 2001 renewal of Type 5
noncompeting K01, K02, and K08 awards, the NIA is
permitting increases to these awards up to the revised levels
for new and competing awards. However, no noncompeting
award may be increased by more than $15,000 in direct
costs in any single fiscal year. Any remaining adjustment
will be made the following year. For Type 5 noncompeting
K12 awards, NIA is also permitting increases to these
awards up to the revised levels for new and competing K12
awards. However, no K12 award may be increased by more
than $10,000 in direct costs per awarded slot in a single
fiscal year.
