Purpose
The goal of the K12 Institutional Career Development Program in HIV-related Heart, Lung, Blood, and Sleep (HLBS) research is to encourage institutions to develop and sustain programs that support inter-disciplinary, intensive mentored research training and career development for junior PhDs and MDs in AIDS co-morbidities as well as cell and gene therapies for HIV cure and prevention of HIV transfusion transmission.
Background
The advent of antiretroviral therapy has significantly improved AIDS-related morbidity and mortality, yet in people living with AIDS, the cardiovascular, pulmonary, and hematological complications of HIV infection have been on the rise. However, an increased interest of the scientific community in these areas has not been funneled into a concrete effort to train the next generation of scientists. Through this initiative, a cadre of young investigators will be trained in the areas of AIDS-associated co-morbidity, HIV cell-based cure, and transfusion safety.
Racial and ethnic minorities are disproportionally affected by HIV/AIDS in the United States despite advances in prevention methodologies. African American teens and young adults represent 57% of all new infections in this age group and African American women are disproportionally impacted by HIV/AIDS with infection rates more than 20 times the rate of their white female counterparts. The major drivers of the epidemic among these individuals involve complex behavioral, cultural and environmental factors including poverty, low health literacy and lack of access to high-quality HIV care. The combination of these factors results in increased vulnerability to HIV acquisition.
Program Description
The NHLBI recognizes the critical need to nurture and support a well trained and diverse workforce and this initiative is anticipated to play a pivotal role in establishing the next generation of NHLBI HIV researchers with competencies to study the risk factors for HIV-related cardiopulmonary disease and their development as well as the behavioral, cultural, and environmental factors that can influence the development of AIDS-related HLBS complications.
Applications that propose comprehensive career development programs aimed at providing inter-disciplinary, intensive mentored research training and career development for junior PhDs and MDs in AIDS co-morbidities as well as cell and gene therapies for HIV cure and prevention of HIV transfusion transmission are strongly encouraged. The proposed programs should demonstrate effective collaboration between infectious disease and cardiovascular, pulmonary/intensive care, hematology and sleep researchers; for this reason, multiple Project Director(s)/Principal Investigator(s) (PD(s)/PI(s) leadership of the programs is highly encouraged.
The multiple PD(s)/PI(s) and the recruitment of mentors from different disciplines will provide opportunities for interdisciplinary interactions and promote team-science approaches. Research training is to be mentor based, and should be enriched by workshops and didactic courses in advanced laboratory skills and the survival skills needed to excel in modern academia.
PD(s)/PI(s) are strongly encouraged to develop research projects that target the areas with a higher incidence of disease such as inner cities and rural areas in the southern U.S. where the concentration of disadvantaged individuals is higher. They are also encouraged to advertise their program and develop relationships with Historically Black Colleges and Universities and Hispanic-Serving Institutions, Tribal Controlled Colleges and Universities, Alaska Native and Native Hawaiian Serving Institutions, and Asian American Native American Pacific Islander Serving Institutions, to build on existing community-academic partnerships, as well as programs like NIH Clinical and Translational Science Awards (CTSAs), NIH Centers for AIDS Research (CFARs), and Epidemiology Intelligence Service (EIS) at CDC, to help ensure that a diverse and highly trained workforce is available to meet the needs of this emerging field of HIV co-morbidity.
To increase the probability of achieving the program goals and objectives and to create maximum efficiencies for the program, a one year planning period is anticipated. The objective of this initial year is to maximize the productivity of the program by putting into place the mentoring teams and by developing an appropriate curriculum and design an appropriate path to independence for the scholars. The support will be used to provide personnel costs to the PD(s)/PI(s) to develop the program, establish collaborations and outreach efforts, and advertise the program. Overall, the one year planning period is intended to prepare for the scholars' career development experiences that will begin in the second year of the award.
This FOA is intended to support applications that propose no more than 5 scholars in a 3-year period and allows scholars to enter the program only in years 2, 3, and 4 of the award. It is anticipated that each period of scholar support will be continuous and will not allow for sabbatical leave. The PD(s)/PI(s) should consider involving scholars across institutions in order to build collaborative teams with various perspectives and skill sets shared through knowledge transfer and exposure to diverse settings.

The proposed institutional research career development program may complement
other, ongoing research training and career development programs at the
applicant institution, but the proposed career development experiences must be
distinct from those career development programs currently receiving Federal
support.
The success of the program will be determined by the number of scholars who will apply and receive research funding in the areas of HLBS co-morbidities, their number and quality of publications, and their ability to obtain jobs in academia. Using these metrics, the NHLBI has five very successful K12 programs that span HLBS diseases and cross basic, clinical, and implementation research areas. These programs have been instrumental in promoting training in crucially deficient areas.

NHLBI intends to fund up to 8 awards, corresponding to total costs up to $800,000 in FY 2018, and up to $3,360,000 total costs per year for fiscal years 2019 through 2022.
Application budgets may not exceed direct costs of $92,550 in FY2018, and may not exceed direct costs of $388,750 in fiscal years 2019 through 2022.
The maximum project period allowed is 5 years.
Individuals designing, directing, and implementing the career development program may request salary and fringe benefits appropriate for the person months devoted to the program that cannot exceed 10%. Salaries requested may not exceed the levels commensurate with the institution's policy for similar positions and may not exceed the congressionally mandated cap. If mentoring interactions and other activities with scholars are considered a regular part of an individual's academic duties, then mentoring and other interactions with scholars are non-reimbursable from grant funds.
A minimum of 10% but not to exceed 15% of the PD/PI's salary and fringes may be requested for the year one start-up phase, and up to 10% per year thereafter. Salaries requested may not exceed the levels commensurate with the institution's policy for similar positions and may not exceed the congressionally mandated cap. If a multiple PD/PI model is proposed, effort can be combined but must not exceed 15% for the multiple PD/PI salaries and fringes for the year one start-up phase and 10% per year thereafter throughout the duration of the project period.
Ancillary Personnel Support: Up to 6 person-months effort may be budgeted for an administrative assistant in the first year of the start-up planning phase and 4 person-months effort thereafter.
The salaries of administrative and clerical staff should normally be treated as indirect (F&A) costs. Direct charging of these costs may be appropriate only if all of the following conditions are met: (1) Administrative or clerical services are integral to a project or activity; (2) Individuals involved can be specifically identified with the project or activity; (3) Such costs are explicitly included in the budget or have the prior written approval of the Federal awarding agency; and (4) The costs are not also recovered as indirect costs. When specifically identified and justified, these expenses must be itemized in Sections A and B, as appropriate, of the R&R Budget.
Advisory Committee: The Advisory Committee Chair and members may be paid a maximum of $2,000 per year to defray costs for their participation in the program.
Scholars are those individuals who benefit from the proposed activities and experiences involved in the career development program. Scholar costs must be justified as specifically required for the proposed career development program and based on institutional policies for salaries paid to individuals in similar positions, regardless of the source of funds. These expenses must be itemized in the proposed budget.
The scholars can receive up to three years of career development support. The NHLBI contribution toward the K12 scholar's salary is capped at $100,000 per year, plus fringe benefits commensurate with the applicant's salary structure for persons of equivalent qualifications, experience and rank. The total salary requested for scholars must be based on a full-time, 12-month staff appointment and requires scholars to devote a minimum of 9 person-months of full-time professional effort to conducting career development and health-related research with the remaining effort devoted to activities related to the development of a successful research career. The sponsoring institution may supplement the NIH salary contribution up to a level that is consistent with the institution's salary scale. However, supplementation may not be from federal funds unless specifically authorized by the federal program from which such funds are derived.
Scholar costs per year should not exceed the following: Up to $30,000 per individual scholar may be provided for the following types of expenses; (a) research expenses, such as supplies, equipment, and technical personnel; (b) tuition and fees related to required career development courses and activities; (c) travel to scientific meetings or training; and (d) statistical services including personnel and computer time. Research costs cannot be pooled and used for other programs unrelated or only indirectly related to the research activities of individual scholars or used for Program advertising or recruiting.
NOTE: Each applicant should not propose more than 5 scholars in a 3-year period and scholars may only enter the program in years 2, 3 and 4 of the award. No new candidates shall begin after year 4 unless prior approval from the NHLBI Program Officer is obtained.
Consultant costs, equipment, supplies, travel for key persons (including the Advisory Committee), and other program-related expenses may be included in the proposed budget. These expenses must be justified as specifically required by the proposed program and must not duplicate items generally available at the applicant institution.
Allowable costs include: Travel funds will be available for each scholar to travel to an HIV scientific meeting each year and once every two years to attend the annual meeting of NHLBI K12 programs in Bethesda, MD. Funds may be requested in the budget for this purpose but may not exceed $2,000 per traveler.
Items that may not be supported with K12 funds include:
Indirect Costs (also known as Facilities & Administrative [F&A] Costs) are reimbursed at 8% of modified total direct costs (exclusive of tuition and fees, consortium costs in excess of $25,000, and expenditures for equipment), rather than on the basis of a negotiated rate agreement.
NIH grants policies as described in the NIH Grants Policy Statement will apply to the applications submitted and awards made in response to this FOA.

The sponsoring institution must assure support for the proposed program. Appropriate institutional commitment to the program includes the provision of adequate staff, facilities, and educational resources that can contribute to the planned program.
The applicant institution must have a strong and high quality research program in the area(s) proposed under this FOA and must have the requisite faculty, staff, potential scholars and facilities on site to conduct the proposed institutional program. In many cases, it is anticipated that the proposed program will complement other ongoing career development programs occurring at the applicant institution and that a substantial number of program faculty will have active research projects in which participating scholars may gain relevant experiences consistent with their research interests and goals.

Applicant Organizations

The PD(s)/PI(s) should be an established investigator(s) in the scientific area in which the application is targeted and capable of providing both administrative and scientific leadership to the development and implementation of the proposed program. The PD(s)/PI(s) will be responsible for the selection and appointment of trainees to the approved research training program, and for the overall direction, management, administration, and evaluation of the program. The PD(s)/PI(s) will be expected to monitor and assess the program and submit all documents and reports as required. The PD(s)/PI(s) has responsibility for the day to day administration of the program and is responsible for appointing members of the Advisory Committee and using their recommendations to help ensure the career development program goals and objectives are accomplished. Multiple Project Director(s)/Principal Investigator(s) (PD(s)/PI(s) leadership of the programs is highly encouraged.

The NIH will not accept duplicate or highly overlapping applications under review at the same time. This means that the NIH will not accept:
Program faculty should have strong records as researchers, including recent publications and successful competition for research support in the area of the proposed research training program. Program faculty should also have a record of research training, including successful, former trainees who have established productive careers relevant to the NIH mission. Researchers from diverse backgrounds, including racial and ethnic minorities, persons with disabilities, and women are encouraged to participate as mentors.
Mentors will interact closely with the Scholar, and should be investigators with expertise and experience relevant to the proposed career development program. Mentors must be committed to continue their involvement throughout the total period of the Scholar's career development under this award.
Scholars to be supported by the institutional career
development program must be at the career level for which the planned program
is intended. Scholars are expected to devote a minimum of 9 person-months (75%
of full-time professional effort) during the appointment on the K12 award.
Scholars must be citizens or noncitizen
nationals of the United States or have been lawfully admitted for permanent
residence at the time of appointment. Additional details on citizenship

Grants Policy Statement.
Scholars will likely enter the Program with varying degrees of experience and sophistication; therefore, formal coursework will need to be individualized for each scholar. Each scholar will be expected to complete at least one major research project during the training period. The project will provide the basis for subsequent NIH grant applications such as an individual K series career development award. To ensure that the scholars have the opportunity to interact with the larger NHLBI community of investigators, they will be invited to participate to the annual NHLBI K awardees meeting in Bethesda, MD.
All trainees are required to pursue their research training full time, normally defined as 40 hours per week, or as specified by the sponsoring institution in accordance with its own policies. Appointments are normally made in 12-month increments, and no trainee may be appointed for less than 9 months during the initial period of appointment, except with prior approval of the NIH awarding unit, or when trainees are appointed to approved, short-term training positions.
Scholars must have received, as of the beginning date of the appointment, a Ph.D., M.D., D.D.S., or comparable doctoral degree from an accredited domestic or foreign institution. Comparable doctoral degrees include, but are not limited to, the following: DMD, DC, DO, DVM, OD, DPM, ScD, EngD, DrPH, DNSc, DPT, PharmD, ND (Doctor of Naturopathy), DSW, PsyD, as well as a doctoral degree in nursing research. Documentation by an authorized official of the degree-granting institution certifying all degree requirements have been met prior to the beginning date of the appointment is acceptable. Individuals in postgraduate clinical training, who wish to interrupt their studies for a year or more to engage in full-time research training before completing their formal training programs, are also eligible.

Describe plans for administering the overall program including the proposed strategy and structure for monitoring the program. Year one should be a planning phase. The objective of this initial year is to maximize the productivity of the program by putting into place: 1) the mentoring teams and an advisory committee; 2) a relevant curriculum. The planning period is intended to prepare for Scholars' training and career development experiences that will begin in the second year of the award.
Institutions with existing programs must explain what distinguishes this program from the others, how their programs will synergize with one another, if applicable, and make it clear that the pool of faculty, potential scholars, and resources are robust enough to support additional programs. When a program administrator position is planned, a description of the scientific expertise, leadership, and administrative capabilities essential to coordinate a program for developing investigators must be included in the application.
If there are multiple PDs/PIs, then the plan for Program Administration is expected to synergize but not overlap with with the Multiple PD/PI Leadership Plan section of the application. Clearly identify the complementary and integrated expertise (e.g., scientific, academic) required of the program leadership team. If applicable, grantee organizat ions may provide career development opportunities for scholars located at other institutions through a partner or consortium structure. Describe formal collaborations with any relevant entity and if applicable, describe how the scholar or mentor from the partner or consortium institution will be integrated in the overall K12 program at the applicant institution.

Upon receipt, applications will be evaluated for completeness and compliance with application instructions by the Center for Scientific Review and responsiveness by components of participating organizations, NIH. Applications that are incomplete, non-compliant and/or nonresponsive will not be reviewed.

Only the review criteria described below will be considered in the review process. As part of the NIH mission, all applications submitted to the NIH in support of biomedical and behavioral research are evaluated for scientific and technical merit through the NIH peer review system.
Reviewers will provide an overall impact score to reflect their assessment of the likelihood that the proposed training program will prepare individuals for successful, productive scientific research careers and thereby exert a sustained influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).

Recruitment Plan to Enhance Diversity
Peer reviewers will separately evaluate the recruitment plan to enhance diversity after the overall score has been determined. Reviewers will examine the strategies to be used in the recruitment of individuals from underrepresented groups. The plan will be rated as ACCEPTABLE or UNACCEPTABLE, and the consensus of the review committee will be included in an administrative note in the summary statement.
Training in the Responsible Conduct of Research
All applications for support under this FOA must include a plan to fulfill NIH requirements for instruction in the Responsible Conduct of Research (RCR). Taking into account the specific characteristics of the career development program, the level of scholar experience, and the particular circumstances of the scholars, the reviewers will evaluate the adequacy of the proposed RCR training in relation to the following five required components: 1) Format - Does the plan satisfactorily address the format of instruction, e.g. lectures, coursework and/or real-time discussion groups, including face-to-face interaction? (A plan involving only on-line instruction is not acceptable.); 2) Subject Matter Does the plan include a sufficiently broad selection of subject matter, such as conflict of interest, authorship, data management, human subjects and animal use, laboratory safety, research misconduct, research ethics? 3) Faculty Participation - Does the plan adequately describe how faculty will participate in the instruction? 4) Duration of Instruction - Does the plan meet the minimum requirements for RCR, i.e., at least eight contact hours of instruction? 5) Frequency of Instruction Does the plan meet the minimum requirements for RCR, i.e., at least once during each career stage (undergraduate, post-baccalaureate, predoctoral, postdoctoral, and faculty levels) and at a frequency of no less than once every four years?
Plans and past record will be rated as ACCEPTABLE or UNACCEPTABLE, and the summary statement will provide the consensus of the review committee.
Reviewers will assess the information provided in this section of the application, including (1) the Select Agent(s) to be used in the proposed research, (2) the registration status of all entities where Select Agent(s) will be used, (3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and (4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).
Budget and Period of Support
Reviewers will consider whether the budget and the requested period of support are fully justified and reasonable in relation to the proposed research.

of an application for award is not an authorization to begin performance. Any
costs incurred before receipt of the NoA are at the recipient's risk. These

In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009 (Public Law 110-417), NIH awards will be subject to the Federal Awardee Performance and Integrity Information System (FAPIIS) requirements. FAPIIS requires Federal award making officials to review and consider information about an applicant in the designated integrity and performance system (currently FAPIIS) prior to making an award. An applicant, at its option, may review information in the designated integrity and performance systems accessible through FAPIIS and comment on any information about itself that a Federal agency previously entered and is currently in FAPIIS. The Federal awarding agency will consider any comments by the applicant, in addition to other information in FAPIIS, in making a judgement about the applicant’s integrity, business ethics, and record of performance under Federal awards when completing the review of risk posed by applicants as described in 45 CFR Part 75.205 Federal awarding agency review of risk posed by applicants. This provision will apply to all NIH grants and cooperative agreements except fellowships.

When multiple years are involved, awardees will be required to submit the Research Performance Progress Report (RPPR) annually. Continuation support will not be provided until the required forms are submitted and accepted.
Failure by the grantee institution to submit required forms in a timely, complete, and accurate manner may result in an expenditure disallowance or a delay in any continuation funding for the award.
The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later. All awardees of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000. See the NIH Grants Policy Statement for additional information on this reporting requirement.
A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award as described in the NIH Grants Policy Statement. Evaluation results should be included as part of the final RPPR.
In accordance with the regulatory requirements provided at 45 CFR 75.113 and Appendix XII to 45 CFR Part 75, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period. The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (currently FAPIIS). This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313). As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available. Full reporting requirements and procedures are found in Appendix XII to 45 CFR Part 75 Award Term and Conditions for Recipient Integrity and Performance Matters.
In carrying out its stewardship of human resource-related programs, the NIH may request information essential to an assessment of the effectiveness of this program from databases and from participants themselves.
