This Funding Opportunity Announcement (FOA) is intended to stimulate innovative, multidisciplinary research on the cognitive, neuroplasticity, genetic and environmental factors involved in math learning and learning disabilities. This research will advance our knowledge of the factors that contribute to the development, advancement, and impairment of mathematical cognition, including the ability to apprehend and reason about magnitude, number, temporal and spatial relationships, and concomitantly provide the evidence base to inform the design of effective (i.e., efficacious in "real world" contexts) interventions for the remediation and/or prevention of mathematical learning disabilities (MLD). The overall objectives of this FOA include: 1) identify the critical (necessary and sufficient) biological, cognitive, and behavioral components and dynamic developmental sequence, including sensitive periods, necessary for the normal development of mathematical cognitive abilities and reasoning (e.g., counting, arithmetic, geometry, algebra), including early and normative milestones; 2) identify the biological, cognitive, environmental, and behavioral factors that contribute to and/or restrict the developmental plasticity of mathematical cognitive abilities, and may be used to improve prevention, identification, and classification of children with MLD (including theoretically-grounded approaches to identification and classification), 3) develop and test well-defined, evidence-based prevention interventions for populations at high risk for mathematics learning disability such as children raised in poverty, and those with predisposing genetic or medical conditions (e.g., velocardiofacial syndrome, deafness, and iatrogenic conditions such as chemotherapy-associated math learning deficits), where the intervention s effectiveness (i.e., the efficacy under "real world" adoption conditions) can be shown to be both sustainable and generalizable, and 4) develop and test well-defined, evidence-based remediating or treatment interventions, the effectiveness of which can be demonstrated to be both sustainable and generalizable. Such foundational knowledge should ultimately improve math instruction, both for typically developing and math challenged or disabled children. |

This Funding Opportunity Announcement (FOA) is intended to stimulate innovative, multidisciplinary research on the cognitive neuroplasticity, genetic and environmental factors involved in math learning and learning disabilities. This research will advance our knowledge of the factors that contribute to the development, advancement, and impairment of mathematical cognition, including the ability to apprehend and reason about magnitude, number, temporal and spatial relationships, and concomitantly provide the evidence base to inform the design of effective (i.e., efficacious in "real world" contexts) interventions for the remediation and/or prevention of mathematical learning disabilities (MLD).
Worldwide, prevalence estimates of specific math learning disability are remarkably similar, ranging from 2% to approximately 10%, with most epidemiologic studies finding a 6-7% prevalence rate, with no clear gender prevalence differences. Although slightly less prevalent than dyslexia (i.e., specific reading disability), the consequences of MLD, at both the individual and societal levels, are thought to be even more costly and far-reaching. Multiple studies demonstrate that persons with low numeracy have poorer health outcomes, including morbidity and intermediate disease markers, general health status, disease knowledge, and use of health resources. They are less likely to correctly use medications as prescribed, are more likely to demonstrate behavior problems and be in legal trouble, will earn and spend less throughout their lifetime, and are more likely to require the engagement of school-based and public services. By some estimates, raising the lowest achieving math students international test scores by only a half standard deviation would result in a corresponding 0.74% increase in the national annual GDP growth.
Research published over the last two decades reveal that phylogenetically conserved primitive quantitative abilities are present in young vertebrates and infants at or near birth and that these abilities developmentally improve, although the role(s) of biological maturation or experience in this growth are unclear. Despite the fact that these preverbal quantitative skills appear to predict mathematical achievement decades later and independent of verbal abilities, it is not clear if this is an associative or causal relation and how language might influence the development of this and other numeracy abilities throughout life. Likewise, the roles of social/cultural, environmental, genetic, other cognitive, and neurobiological plasticity in the development and elaboration of these early numeracy skills are as yet underspecified. The possible causal or scaffolding relationship between this primitive quantitative system and the more mature exact and complex mathematical reasoning abilities exemplified by algebra, trigonometry, and calculus is currently under-investigated.
The discovery of very early quantitative abilities in preverbal children has revealed a substantial under-specification of other early quantitative reasoning abilities and their prerequisites, especially those that precede or parallel early language development. A lack of normative developmental data for children younger than preschool age hampers the study of early "sensitive periods," prevention, environmental and cultural influences on mathematical cognition and reasoning development.
Substantial progress has been made in the identification of core cognitive abilities and specific content knowledge that importantly contribute to mathematics learning, especially in the early elementary grades. However, additional research is needed to understand how these abilities and knowledge interact synergistically to enable successful growth in mathematics, and how this can be encouraged, enhanced, or remediated. Similarly, additional research is needed to identify the important roles of genetics and neurobiology in this development. Significantly less is understood about the requisite cognitive abilities and content for successful development of complex mathematical reasoning.
Some genetic research on mathematical abilities to date suggests that quantitative reasoning relies on dimensional cognitive abilities that exist on a continuum. The identification and classification of children at risk for or with math learning disability (MLD) or math learning difficulties has typically relied on arbitrary cut-points. These cut-points are not theoretically based and do not reflect the likely dimensional nature of cognitive skills. Research supporting new theoretically-grounded approaches to identification and classification of children with MLD is needed. These new approaches would be expected to contribute importantly to our mechanistic understanding of MLD and to prevention and intervention studies.
The overall objectives of this FOA include:

Such foundational knowledge should ultimately improve math instruction for all children, including those who struggle with math facts, concepts, application, and achievement. Promoting better math reasoning and mathematical ability in the American population is likely to have significant impacts on the health, academic and career achievement, and economic wellbeing of its citizens, as well as enable a competitive STEM workforce.

Only the review criteria described below will be considered in the review process. As part of the NIH mission, all applications submitted to the NIH in support of biomedical and behavioral research are evaluated for scientific and technical merit through the NIH peer review system.
Reviewers will provide an overall impact/priority score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).
Reviewers will consider each of the review criteria below in the determination of scientific merit, and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.
Significance
Does the project address an important problem or a critical barrier to progress in the field? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?
Investigator(s)
Are the PD(s)/PI(s), collaborators, and other researchers well suited to the project? If Early Stage Investigators or New Investigators, or in the early stages of independent careers, do they have appropriate experience and training? If established, have they demonstrated an ongoing record of accomplishments that have advanced their field(s)? If the project is collaborative or multi-PD(s)/PI(s), do the investigators have complementary and integrated expertise; are their leadership approach, governance and organizational structure appropriate for the project?
Innovation
Does the application challenge and seek to shift current research or clinical practice paradigms by utilizing novel theoretical concepts, approaches or methodologies, instrumentation, or interventions? Environment
Will the scientific environment in which the work will be done contribute to the probability of success? Are the institutional support, equipment and other physical resources available to the investigators adequate for the project proposed? Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?
As applicable for the project proposed, reviewers will evaluate the following additional items while determining scientific and technical merit, and in providing an overall impact/priority score, but will not give separate scores for these items.
Protections for Human Subjects
For research that involves human subjects but does
not involve one of the six categories of research that are exempt under 45 CFR
Part 46, the committee will evaluate the justification for involvement of human
subjects and the proposed protections from research risk relating to their
participation according to the following five review criteria: 1) risk to
subjects, 2) adequacy of protection against risks, 3) potential benefits to the
subjects and others, 4) importance of the knowledge to be gained, and 5) data
and safety monitoring for clinical trials.
For research that involves human subjects and meets the criteria for one or
more of the six categories of research that are exempt under 45 CFR Part 46,
the committee will evaluate: 1) the justification for the exemption, 2) human
subjects involvement and characteristics, and 3) sources of materials. For additional

Inclusion of Women, Minorities, and Children
When the proposed project involves clinical research, the committee will evaluate the proposed plans for inclusion of minorities and members of both genders, as well as the inclusion of children. Vertebrate Animals
The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following five points: 1) proposed use of the animals, and species, strains, ages, sex, and numbers to be used; 2) justifications for the use of animals and for the appropriateness of the species and numbers proposed; 3) adequacy of veterinary care; 4) procedures for limiting discomfort, distress, pain and injury to that which is unavoidable in the conduct of scientifically sound research including the use of analgesic, anesthetic, and tranquilizing drugs and/or comfortable restraining devices; and 5) methods of euthanasia and reason for selection if not consistent with the AVMA Guidelines on Euthanasia. Reviewers will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.
