SCIENTIST DEVELOPMENT AWARD AND K23 MENTORED PATIENT-ORIENTED RESEARCH CAREER 
DEVELOPMENT AWARD APPLICATIONS

PURPOSE

This Notice replaces NOT-95-003 which was published in the National 
Institutes of Health (NIH) Guide on September 1, 1995.  The purpose of the 
Notice is to inform the scientific community of specific provisions of the 
National Eye Institute's (NEI) administration of the National Institutes of 
Health (NIH) Mentored Clinical Scientist Development Award (K08) and Mentored 
Patient-Oriented Research Career Development Award (K23).  The NEI wants to 
alert applicants that it has broadened the application guidelines of its KO8 
and K23 awards to include the disciplines of biostatistics, epidemiology, and 
health services research; eliminated any special cap on salary requests 
beyond that legislatively imposed on all NIH grants; and raised the allowable 
limit on research development support to $25,000.

This document provides specific information and instructions for preparing an 
application for consideration by the NEI.  General information is presented

APPLICATION PROCEDURES

The research grant application form PHS 398 (rev. 4/98) is to be used in 
applying for these grants.  These forms are available at most institutional 
offices of sponsored research and from the Division of Extramural Outreach 
and Information Resources, National Institutes of Health, 6701 Rockledge

Applicants should pay particular attention to Section IV of the application 
kit, RESEARCH CAREER AWARDS; the NIH Program Announcements cited above; and 
the special NEI application instructions given below:

Face Page:  For item 2 on the face page of the application check "YES" and 
enter the specific PA number and title.

Candidate Salary Requests:  The NEI does not impose any special cap on salary 
requests beyond that which is legislatively imposed.  The salary request 
should be reasonable and conform to the established, consistently applied 
policy of the applicant institution for other staff members of equivalent 
qualifications, rank, and responsibilities.  The salary request should 
reflect no more than the percentage of time actually devoted to the project.

Research Development Support  :The NEI will allow up to $25,000 per year for 
research project requirements such as technical personnel costs; supplies; 
equipment; Principal Investigator's travel; and tuition, fees, and books 
related to the career development program.  Salary for mentors or secretarial 
and administrative assistance is not allowed.

Submission
The PHS Form 398 instructions state that applicants are required to send the 
original and THREE exact copies of the application to the NIH Center for 
Scientific Review.  At the same time, please send TWO additional exact copies 
of the complete application, including appendices, to:

REVIEW CONSIDERATIONS

Applications assigned to the NEI will be reviewed for scientific and 
technical merit by a peer review group convened by the Chief, Scientific 
Review Branch, NEI.  Following this initial review, the applications will be 
evaluated by the National Advisory Eye Council.  Funding decisions will be 
based on the results of peer review, programmatic considerations, and the 
availability of funds.  Applicants may refer to the relevance of the proposed 
training to NEI programs and priorities as described in "Vision Research--A 
National Plan:  1999-2003" which is available at http://www.nei.nih.gov
