ANIMAL MODEL TESTING OF TUBERCULOSIS DRUGS Release Date: September 4, 1998 RFP AVAILABLE: NIH-NIAID-DAIDS-99-15 P.T. National Institute of Allergy and Infectious Diseases The Opportunistic Infections Research Branch, Therapeutics Research Program, Division of AIDS, National Institute of Allergy and Infectious Diseases (NIAID), NIH, has a requirement to develop therapies for the treatment of AIDS and associated opportunistic infections. The purpose of this RFP is to seek responsible offers for establishment of drug screening capability. This contract is to support activities in the microbiological and animal model testing of new candidate drugs. RESTRICTIONS TO COMPETITION This contract will involve the use of information on compounds, which may be confidential and proprietary. All offerors except those deemed by the Government to have an actual or apparent conflict of interest are eligible to compete. Organizations that are, or subsidiaries to, pharmaceutical or chemical companies (i.e., an organization which sells drugs and/or chemicals to the general public for profit) are examples of organizations that are excluded from competition. Documentation of commercial interests, such as investors' prospectus or recent audit, must be supplied in an offeror's business proposal. The Government reserves the right to exclude any offeror. If there is ANY question about potential conflicts or APPARENT conflicts, contact the Contracting Officer. An Advance Understanding will be inserted in the resultant contract stating that the NIAID shall be notified if the Contractor's conflict of interest status has changed and that a determination shall be made regarding the continuation of the contract. It is anticipated that one cost reimbursement, completion type contract will be awarded for a period of seven years, beginning approximately August 17, 1999. All information required for the submission of an offer will be contained in the electronic RFP package. Following proposal submission and the initial review process, offerors comprising the competitive range will be requested to provide additional documentation to the Contracting Officer. Responses to this RFP will be due on November 13, 1998. Any responsible offeror may submit a proposal that will be considered by the Government.
