The purpose of this Notice is to inform potential applicants for PAR-98-085,
released June 26, 1998, of an addition to the review criteria.  The Special
Requirements section of the PAR explains that the activity must be evaluated in
terms of specific outcomes and gives examples of outcomes.  It also indicates
that the annual progress report should address the program's ongoing evaluation
activities.  Further, the Application Procedures section specifies the need for
an evaluation plan.  In keeping with these directions, the addition to the Review
Criteria is:

7.  Evaluation Plan

The quality of the plan to measure progress toward clearly specified objectives
and milestones from respective baselines for all program activities, including
the benefits to the minority serving institution.
